A/E Services for Tyler Building Renovation

The Virginia State Corporation Commission is soliciting proposals for architectural and engineering services to perform a full interior renovation of the Tyler Building, an 11-story, 327,508 gross square foot facility located at 1300 East Main Street in Richmond, Virginia. The project aims to modernize the building to accommodate at least 883 employees and include three courtrooms, hearing rooms, judicial offices, and public service spaces, all featuring an elevated level of finish reflecting their civic importance. The scope of work involves the replacement of most interior mechanical, electrical, plumbing, audio/visual, and security systems, the decommissioning of a commercial kitchen, and the implementation of enhanced security for public and non-public areas. Additionally, the contract may include optional design services for a 50,000 square foot temporary swing space for approximately 200 employees. The procurement process is based on competitive negotiations, with the award granted to the most meritorious firm after a ranking process and subsequent interviews. Evaluation criteria include the firm's experience with large-scale high-rise renovations on congested urban sites, their ability to design within a design-not-to-exceed budget of 74.1 million dollars, and their commitment to SWaM and Service-Disabled Veteran-Owned business participation. Proposals must be submitted via the eVA system by September 28, 2026, and must include mandatory registrations, a confidentiality agreement, and specific AE data forms. The final contract fee will be negotiated on a lump sum basis, and the selected firm must ensure that shared utility and life safety systems with the adjoining parking deck remain operational throughout the renovation.
