This contract modification extends an existing IDIQ Cost Share agreement with the University of California, Santa Barbara Institute for Collaborative Biotechnologies University Affiliated Research Center. The project focuses on engineering and research studies designed to develop biotechnology solutions for Army needs by applying cross-disciplinary bioengineering sciences. Due to the specialized nature of the required research capabilities and the inherent uncertainties in estimating performance costs, the action was awarded without competitive procedures as a cost-reimbursement contract. The modification extends the period of performance from December 1, 2013, to November 30, 2018, structured as a three-year base period with a two-year option. Consequently, the ordering ceiling has been increased by 95.5 million dollars, raising the total ceiling from 85.5 million dollars to 181 million dollars. The effort is managed by the Department of Defense through the Office of W6QK Acc-Apg Durham.

Full Description

This contract action was accomplished using other than competitive procedures because it is necessary to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center.(FAR 6.302-3). See posted J&A for further information. This contract action was not awarded as a fixed price type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2). This action is a modification to the existing IDIQ Cost Share type contract to incorporate a five-year extension, consisting of a three-year base period with a two-year option, with the University of California, Santa Barbara (UCSB) Institute for Collaborative Biotechnologies (ICB) University Affiliated Research Center (UARC). This action (three-year base period and two-year option) provides for an extension to the contract period of performance from 1 December 2013 to 30 November 2018 at an increase to the ordering ceiling of $95.5 million (M), from $85.5M to $181M.
