Full Description

The Underwater Shock Analysis Branch, Code 661, of the Carderock Division, Naval Surface Warfare Center (NSWCCD) has been tasked to develop and construct a low cost test device for use as a screening device for equipment that will be installed on isolated rafts. In support of this effort, NSWCCD intends to negotiate a non-competitive procurement using Simplified Acquisition Procedures and award a firm-fixed price purchase order to Spectrum Research Corporation . This is a follow-on effort to Spectrum Research Corporation who developed the concept and constructed the prototype test device under previous Government contracts. This test device utilizes highly advanced unique rotary direct-shear mode Magnetorheological (MR) devices, invented by Spectrum, to drive the system in a controlled manner. Spectrum Research Corporation will provide the engineering services necessary to integrate the closed loop feedback controls to complete, demonstrate/characterize, and deliver the fully operational system. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. All responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may forward their capabilities statements to the Government POC on or before 2/10/2006.
