The Transportation Security Administration plans to negotiate a single-source contract with Analogic Corporation to acquire up to three additional prototypes of the Explosive Detection Large Bore (XLB) system. These prototypes are intended to support parallel development and testing as part of the Phase 3, Category III effort of the Phoenix project, which focuses on advancing checked baggage screening technologies. This contract will encompass the assembly of the prototype units as well as the necessary program management and engineering services. The goal is to accelerate the overall project timeline, enabling TSA to move more quickly into pilot testing and potential full deployment of the new system. Currently, two XLB prototypes are under research and development within the Phoenix effort, and the new contract aims to provide three more units identical to these for parallel testing to ensure consistency. The Phoenix initiative itself originated from a fully competitive process, and this single-source action is designed to maintain the integrity and schedule of the ongoing development. The TSA expects the contract period to last approximately twelve months, with an anticipated award date in August 2005. The contract falls under NAICS code 334511 and is managed by the Department of Homeland Security’s Contracting and Procurement office located in Springfield, Virginia.

Full Description

The Transportation Security Administration (TSA) intends to negotiate a single-source contract with Analogic Corporation for the acquisition of up to three (3) prototypes of the Explosive Detection Large Bore (XLB) system for parallel development and testing as part of the Category III, Phase 3 effort of the Phoenix project related to the development of new and evolutionary checked baggage screening systems. The work under this contract shall include the materials and labor to assemble up to three (3) prototypes as well as the associated program management and engineering effort. Research and Development is currently being performed on two (2) XLB prototype Analogic systems under the Category III, Phase 3 Phoenix effort. The contract objective is to provide up to three additional XLB prototype units to enable parallel development and testing in order to accelerate the overall project schedule thus allowing TSA to enter into pilot testing and potentially full system deployment in a much shorter amount of time. The TSA intends to negotiate a single-source contract to provide three (3) additional prototypes that are identical to two (2) prototypes undergoing research and development in order to accelerate the Phoenix Phase III testing schedule. To successfully conduct parallel testing, it is essential that all prototypes units be alike. The Analogic XLB Phoenix effort was awarded as a part of the overall Phoenix Project initiative, which was a full and open competition. The TSA anticipates a twelve (12) month period of performance, with an expected contract award date of August 2005.
