The Directorate of Contracting at Fort Campbell is seeking to procure Infrared Raised Angle Marking Systems (IRAMS) along with Boresight Panel Kits specifically designed for the AH-64 Apache attack helicopter. The IRAMS are intended to provide reliable landing reference points in all weather conditions, including brownouts, and must be compatible with Night Vision Goggles (NVGs) and Forward Looking Infrared (FLIR) systems. These marking systems must be durable, lightweight, easy to assemble and transport, and capable of operating in extreme weather and temperature conditions. They should emit no visible light and only be detectable through infrared imaging devices. The system will also include spare and repair parts, come with operator training, and be covered by a five-year warranty. The power options are flexible, supporting 12V or 24V sources, and operators can switch between hot, cold, near-infrared signatures, or combinations of these. In addition to IRAMS, the contract includes the acquisition of Apache Boresight Panel Kits used to accurately sight infrared weapon systems on the Apache helicopters, designed to function effectively in harsh desert environments. This procurement will be awarded on a sole source basis to TVI Corporation in Glenn Dale, Maryland, under statutory authority that limits competition due to the specialized nature of the equipment. The package includes multiple units of IRAMS signaling panels, powered symbol markers in various shapes, rechargeable battery systems, boresight panels with corresponding batteries and chargers, and power inverters. The acquisition falls under NAICS code 334511 with a small business size standard of 750 employees. Although this is a sole source action, other firms with the capability to meet requirements were invited to respond within 21 days for consideration before final contract negotiations proceed.
