NASA's Goddard Space Flight Center plans to issue a sole-source Request for Proposal to ITT Industries for the fabrication, assembly, integration, testing, flight qualification, and delivery of a Near Infrared Spectrograph (NIRSpec) Spare Focal Plane Array (FPA) for the James Webb Space Telescope. ITT is required to provide all necessary personnel, facilities, and materials to deliver a spaceflight-qualified spare FPA in compliance with the Statement of Work and detailed specifications. The government will supply the two Sensor Chip Assemblies needed to populate the focal plane. The contract is expected to be a firm fixed-price type with an anticipated award date around March 24, 2009. This procurement aligns with NAICS code 334413, and does not intend to acquire commercial items under FAR Part 12. All related documents including the RFP, SOW, specifications, and other technical information will be made available online in Microsoft Office 2003 format. The award to ITT is essential to meet the schedule and commitments associated with the JWST and its partner, the European Space Agency, as ITT is the only source able to provide a flight-qualified spare FPA on time. Technical or contractual questions must be submitted in writing via email to the designated NASA point of contact, with no telephone inquiries permitted. An Ombudsman has been appointed to offer impartial assistance during the procurement process.
