The contract seeks proposals for Fusion Testing and Evaluation to support the Air Force Research Laboratory's efforts in advancing fusion technology applications, specifically targeting programs like Targets Under Trees Information Fusion System (TUT-IFS) and Fusion for Effects-Based Operations (FEBO). The work involves maintaining and enhancing a fusion test bed, performing comprehensive test planning, data and scenario development, executing tests, analyzing results, and providing detailed documentation including software test plans, procedures, and reports. Contractors are expected to handle all aspects of testing for fusion applications developed by AFRL and others, with a preference for unlimited data rights to all generated software and documentation. The solicitation requires submission of technical proposals, limited to 30 pages, and cost proposals, with detailed formatting and content instructions, to the designated technical point of contact by the recommended deadline to maximize award potential. Funding for this effort totals approximately $1.2 million over fiscal years 2003 through 2006, with evaluations based on scientific and technical merit, relevant experience, leveraging existing fusion and software standards, and cost realism. Offerors must have appropriate security clearances up to TOP SECRET/SCI, as classified information and export-controlled data may be involved, and foreign participation at the prime contractor level is prohibited. The award may take various forms including contracts, grants, and cooperative agreements, and no options or unpriced options will be considered. Administrative access to proprietary materials is specified under strict nondisclosure agreements to prevent conflicts of interest. All inquiries must be directed to the technical point of contact, and only contracting officers can legally bind the government. The announcement remains open until October 31, 2006, though earlier submission is encouraged.
