The US Army Communications-Electronics Command Acquisition Center-Washington intends to negotiate a sole source, cost-plus-fixed-price contract with CyTerra for algorithm and hardware improvements to the Handheld Standoff Mine Detection System (HSTAMID) for humanitarian demining. The project requires the delivery of three HSTAMID systems and the implementation of several technical enhancements, including the application of Genetic Algorithms to Ground Penetrating Radar, the development of a Frequency Domain or Continuous wave metal detection sensor, and the exploration of non-linear processing and sensible component analysis for high-dimensional data. The contractor will also be responsible for conducting data collections and integrating successful hardware and algorithm enhancements developed by other support contractors. While CyTerra is identified as the only responsible source under 10 USC 2304 (c)(1), the agency is accepting quotes from other responsible sources that can demonstrate the ability to provide the required improvements. Interested parties must submit a response of no more than five pages in Microsoft Word format to the designated point of contact within 30 calendar days of the notice.

NA The US Army Communications-Electronics Command (CECOM) Acquisition Center-Washington, on behalf of the CECOM Night Vision and Electronic Sensors Directorate (NVESD), Countermine Division, Humanitarian Demining Team, plans to negotiate a sole source contrac t with CyTerra, Orlando for the Algorithm and Hardware Improvements to Handheld Standoff Mine Detection System (HSTAMID) meets the same performance specification established under the Army's HSTAMID EMD program. HSTAMID consists of a sensor suite, Electro nics and Mine Detection Algorithm Suite, an audio display, a power supply, and automatic data collection unit. In addition to delivery of three HSTAMID systems, the contractor shall be tasked to further improvement of algorithms and hardware that can impr ove the overall performance of the HSTAMID to be used in humanitarian demining environment. Specifically, this enhancement effort includes the following: 1) Apply Genetic Algorithm to Ground Penetrating Radar by test and optimization method similar to the one applied to the HSTAMID metal detector; 2) build and test a Frequency Domain or Continuous wave metal detection sensor designed to work with the HSTAMID Humanitarian Demining unit; 3) exploit non-linearity and resolve the problem of nonlinear dimension ality reduction, this is called 'Non-Linear Processing'; 4) test a model called sensible component analysis that allows simple efficient computation of a eigenvectors and eigenvalues when working with many data points in high dimensions, and accurately han dles non-linear data.; and 5) conduct data collections and implement not only the successful algorithm carried out by their own efforts but also the hardware and algorithm enhancement efforts performed by other support contractor's under contract with NVES D. The resultant contract will be cost plus fixed price. It has been determined that CyTerra is the 'Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements'. The statutory authority for other than full and open co mpetition is 10 USC 2304 (c)(1); Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully provided the required H STAMIDS improvements may submit a quote that shall be considered by the agency. Responses shall be no longer than five (5) pages and provided in Microsoft Word 2000 format. Responses shall be submitted via email to contact@example.gov within 30 calen dar days of the date of this notice. The email subject line should include the phrase 'DAAB15-02-R-0016, HSTAMIDS Market Research Response'. All requests for further information must be in writing and via email to the above address, telephone requests fo r additional information will not be honored. The Department of the Army, through the Army Contracting Command-Aberdeen Proving Ground, has issued a Sources Sought and Request for Information for the build-to-print manufacture, assembly, and delivery of Power Distribution and Illumination Systems, Electrical (PDISE). These ruggedized, man-portable systems are designed to connect mobile power generation to mission equipment in harsh tactical environments. The potential requirement focuses on four specific configuration items: the M200 and M100 A/P Feeder Systems, the M40 A/P Distribution System, and the M46 Utility Assembly. All production must strictly adhere to Government Technical Data Packages and military standards, including MIL-DTL-53126 for general specifications, MIL-DTL-53072 for Chemical Agent Resistant Coating, and MIL-DTL-22992 for Class L connectors. The government is utilizing this market research phase to identify qualified large and small business sources under NAICS codes 335999 and 335313. Key areas of interest include industry production capacity, lead times for long-lead materials, and the ability to perform First Article Testing (FAT) within 360 days after contract award. Interested vendors must provide a detailed response by November 6, 2026, including corporate experience, technical capabilities, quality certifications such as ISO 9001:2015 or AS9100D, and Rough Order of Magnitude pricing for quantity ranges between 1 and 200 units. This information will be used to determine the final acquisition strategy and the feasibility of a small business set-aside.
