The U.S. Army RDECOM Natick Contracting Division is seeking a contractor to produce 30,000 next generation helmet sensors and accompanying data retrieval systems to support six brigade equivalents. These miniaturized devices must integrate seamlessly with soldier helmets without causing harm or interfering with other components. The sensors are designed to quantitatively measure rigid body motion, specifically recording the magnitude and direction of translational and angular accelerations resulting from kinetic energy blasts, ballistic impacts, and shock waves, while distinguishing these events from normal head movements. The required system must support data transmission via wireless techniques or standard USB connections and remain fully interoperable with existing Department of Defense hardware, software, and communication servers. This is a Fixed Priced ID/IQ contract awarded based on best value and performance based acquisition techniques. Interested offerors must submit sample production demonstration models along with five detailed volumes covering technical specifications, quality assurance, past performance, cost data, and small business subcontracting plans.

NEXT GENERATION HELMET SENSOR SYNOPSIS The U.S. Army RDECOM - Natick Contracting Division, in support of the US Army Soldier Systems Center-Natick has a requirement for 30,000 helmet sensors and accompanying data retrieval systems. PEO Soldier has identified the need to produce and field the next generation helmet sensors to improve the sensors operational effectiveness for six brigade equivalents. The Helmet Sensor as a device will be coupled and integrated with a soldier helmet and will not present any harm to the individual soldier wearing the device nor interfere with any other helmet components or systems. This miniaturized device, when employed, will quantitatively measure rigid body motion responses associated with kinetic energy blasts and impact behavior. The device records and measures the magnitude and direction of both translational and angular accelerations. The device when operational and activated will discriminate between normal head motions and impacts observed in typical field activities, as well as discern high energy dynamic events when the helmet is exposed to ballistics impacts, blast pressures, and shock waves. The Helmet Sensor device will be an operationally multi-functional device fully capable of transmitting data captured either by means of using a wireless technique and/or via a standard computer USB module connection. Soldiers and supporting personnel will be able to employ a data retrieval system using automated information technologies to transmit device field data measured, recorded, and stored by a central processing unit. The finished system will be interoperable and interface with standard DoD hardware and software systems and effectively operate with existing DoD communication servers and portals. The government requires sample production demonstration models submitted with offers in compliance with the purchase description provided. The best value award for the Fixed Priced ID/IQ contract will be based on performance based acquisition techniques and responses including five volumes which are: 1) Technical, which includes the offerors performance work statement in response to the Statement of Objectives, limited to 50 pages 2) Quality assurance plan with performance requirements summary and contract master schedule, limited to 50 pages (resumes included and not limited in page count) 3) Past performance (forms provided) 4) cost/price data, and 5) Small business subcontracting plan.

RFI - Novel or Multifunctional Fibers, Yarns, Coatings/Finishes and Fabrics for Soldier Protection and Comfort (MFFYF)
Solicitation # RFINovelOrMultifunctionalFibersYarnsCoatings-FinishesandFabricsForSoldierProtectionAndComfort(MFFYF)
The US Army DEVCOM Soldier Center, in coordination with the Product Manager for Soldier Clothing and Individual Equipment, has issued this Sources Sought Announcement to identify potential sources of multifunctional fibers, yarns, fabrics, coatings, or finishes. The primary objective is to enhance the environmental protection of dismounted Warfighters by identifying materials that provide at least two functionalities, such as moisture management, thermal protection, repellency, vector protection, and flame resistance. The government is seeking both near-term solutions with a Technology Readiness Level (TRL) of 5 to 7+ for rapid integration into active Programs of Record, and far-term next-generation concepts with a TRL of 2 to 4 to inform future technology investments. All submissions must be completely PFAS-free and avoid cyclic siloxanes, silicones, and heavy metal catalysts. Respondents must provide detailed business information, including CAGE and NAICS codes, and verify compliance with the Berry Amendment. Technical submissions require comprehensive data, including GHS-compliant Safety Data Sheets and verifiable test reports adhering to standards such as ASTM D5034 for tensile strength and AATCC TM22 for water repellency. Physical samples, including specific yardage for fabrics or minimum meterage for yarns, must be submitted for destructive laboratory testing. Electronic responses, including white papers and the completed Appendix A template, are due by December 23, 2026, with physical samples to follow within six weeks. This announcement is for information gathering and planning purposes only and does not constitute a formal solicitation or a commitment to award a contract.

The U.S. Marine Corps Portfolio Acquisition Executive Marine Corps is conducting market research through a Sources Sought Announcement to identify potential manufacturers for a high-performance combat boot sock. Designed for Department of Defense personnel operating in temperatures above 20 degrees Fahrenheit, the socks must be Berry Amendment compliant domestic productions. The required design is an over-the-calf length featuring cushioning to prevent blisters, graduated compression to promote blood flow, a non-slip top cuff, arch support, and nylon reinforcement at the heel and toe. Material specifications require a minimum of 52 percent wool (25 microns or finer), 20 percent nylon, and 1 percent spandex, with a strict prohibition on cotton and rayon fibers. The socks will be required in four classes: Marine olive drab green, black, coyote 498, and undyed/natural, across sizes small through extra-large. Performance standards include strict criteria for bursting strength, dimensional stability, wicking, and colorfastness, with quality inspections following ASTM D3990 and ASQ/ANSI Z1 standards. This is currently a Request for Information for planning purposes only and does not constitute a solicitation or commitment to procure. Interested parties, including non-manufacturing suppliers with qualified domestic partners, must submit their CAGE code, business size, and NAICS information electronically to the designated points of contact by October 30, 2026, at 5:00 PM EST.
