The U.S. Army Corps of Engineers, through its Engineer Research & Development Center at the Cold Regions Research & Engineering Laboratory, intends to issue a sole source, firm-fixed price purchase order to Riegl USA Inc for the acquisition of a state-of-the-art ground-based 3D LiDAR system, specifically the Riegl VZ-400. This procurement is authorized under 10 U.S.C. 2304(1) and focuses on leveraging advanced LiDAR technology with full-waveform capabilities, which surpasses typical pulsed laser systems by offering features such as unlimited returns per pulse, high sampling rates up to 125 kHz, 360-degree horizontal scanning, and robust target detection through echo digitization. The planned purchase supports the USACE mission by enhancing geospatial data collection, processing, and the development of a dynamic database for improved terrain characterization, vegetation filtering, and object identification. The system to be acquired will include critical enhancements like an integrated inclination sensor, ruggedized enclosure for harsh environments, IMU mounts with GPS synchronization ports, wireless operation, built-in GPS antenna, and an external rechargeable battery. Additionally, the purchase will cover necessary processing software to facilitate the collection and registration of scan data into global coordinate systems. The finalized purchase order is scheduled for issuance on September 24, 2009, and supports the Department of Defense’s efforts to implement cutting-edge LiDAR technology for geospatial and operational applications in diverse environments.
