The Government plans to issue a Task Request under an existing Other Transaction Agreement with the National Advanced Mobility Consortium (NAMC) to support research and development in Ground Robotics. This announcement serves solely for planning purposes and does not constitute an offer or solicitation for proposals at this time. The initial agreement with a single consortium, formerly known as the Robotics Technology Consortium, was established following a Government Industry Day event in early 2008. The forthcoming Task Request will invite proposals from NAMC members focused on developing prototype technologies, specifically a Common Control Architecture for Department of Defense unmanned ground and air systems, and an Open Architecture to enable interoperability among DoD robotic and unmanned systems. The contract opportunity, related to NAICS code 541330, is managed by the Department of Defense office located at Picatinny Arsenal, New Jersey. While specific award details and execution plans have yet to be finalized, this announcement provides advanced notice to industry participants and consortium members about the Government’s intent to advance projects fostering innovative robotic technologies for military applications. The effort aims to enhance interoperability and control mechanisms to support the evolving needs of unmanned systems within defense operations.

This is not a solicitation for proposals, but for planning purposes only. A project award will not be awarded from this announcement. The Government intends to announce a Task Request for execution of a project award in support of Ground Robotics related to research area(s). The purpose of this announcement is to provide members of the National Advanced Mobility Consortium (formerly known as the Robotics Technology Consortium), and industry in general, advanced notification of Government intent. In December 2007, the Government announced its intent to enter into an Other Transaction Agreement with one (1) consortium in support of Ground Robotics related Research and Development projects. As a result of the Ground Robotics Industry Day in January 2008, one (1) consortium formed, the Robotics Technology Consortium (now NAMC). It is the intent of the Government to make project awards to members of the NAMC as a result of member proposals submitted via the Task Request. The anticipated research area(s) for which proposals will be sought is: (1) Prototyping of a Common Control Architecture for DoD Unmanned Ground & Air Systems; (2) Prototyping of an Open Architecture to support DoD Robotic/Unmanned Systems Interoperability.
