The United States Army Research, Development & Engineering Command (RDECOM) Natick Contracting Division plans to award a sole-source contract to Dr. Satish G. Kandlikar for the design of efficient energy utilization schemes, specifically involving solar energy conversion techniques such as photovoltaic to thermal energy conversion using Rankine cycle applications for cooking and hot water. Dr. Kandlikar’s unique expertise blends solar thermal energy systems, fixed trough and photovoltaic collectors, and extensive experience in simulation, modeling, and prototype development of heat transfer systems, making him uniquely qualified for this military field deployment project. His familiarity with Department of Defense procedures and recognized contributions in solar energy and thermodynamics through numerous publications and international lectures further solidify his suitability for this task. Market research was conducted but did not identify any other candidate with Dr. Kandlikar’s specialized combination of education, experience, and skills to fulfill this highly specific technical requirement. Efforts included searches through Human Resources and job boards like Monster.com and Bostonworks.com without success. Given these circumstances, the Army is utilizing the Other Than Full and Open Competition acquisition method. The contract will result in a comprehensive technical report and a solar system design tailored for field feeding applications. Interested parties may express their interest by contacting the Natick Contracting Division before the specified deadline, though such responses will be considered for future opportunities. The point of contact for this acquisition is Michael Griffin at the Natick Contracting Division.
