The contract involves a sole source procurement with Reynolds Systems, Inc. (RSI) for the fabrication of a Low-Energy Exploding Foil Initiator (LEEFI), a specialized device designed to deliver a low-energy input that generates a high-energy output capable of detonating a main charge of PBXN-9. This LEEFI must incorporate a minimal amount of inert material and feature a rugged surface mount to meet the stringent requirements of adaptable warhead technology development, testing, and evaluation. RSI is identified as the only qualified source for this effort, and the government will proceed under FAR 6.302-1 authority to negotiate exclusively with RSI for this commercial item acquisition, expected to be completed within six months. The government will handle subsequent examination, mounting, and integration of the detonators into warhead systems upon delivery. Although this notice does not constitute a formal solicitation or request for proposals, responses expressing interest and capability to meet the requirement are invited and will be considered within 15 days of publication. The government retains sole discretion to determine whether to compete the contract based on received responses. Technical inquiries can be directed to AFRL/MNMN while contractual questions should be addressed to AFRL/MNK. Respondents must indicate their status relative to small business designations under NAICS code 541710. This synopsis is for planning purposes only and does not constitute a binding commitment from the government.
