The Naval Information Warfare Systems Command (NAVWAR) is soliciting proposals under RFP N0003926RE014 for the Egyptian Navy Autonomous Intelligence Systems (AINTS) Platform Integration. This Foreign Military Sales effort supports the PEO C4I International Integration Program Office (PMW 740) and involves the design, engineering, procurement, integration, testing, installation, and training for AINTS capabilities. The scope of work includes the delivery of specialized hardware such as Electronic Support Measures (ESM) and Communications Intelligence (COMINT) equipment, Unmanned Surface Vehicles (USVs), and spare parts, alongside technical assistance and Field Service Representative (FSR) support. The contract is estimated for award between June 2027 and June 2030 with a three-year period of performance. The acquisition utilizes a hybrid pricing structure consisting of Cost Plus Fixed Fee (CPFF) for labor, Cost-Reimbursement for travel and other direct costs, and Firm-Fixed-Price (FFP) for materials and equipment. Award will be based on best value, with non-cost factors weighted as significantly more important than cost. Proposals must be submitted in three volumes via the Procurement Integrated Enterprise Environment (PIEE) portal. Due to the inclusion of Controlled Unclassified Information (CUI) and Top Secret requirements, interested parties must submit a signed Non-Disclosure Agreement to access the full Statement of Work. Large business offerors are further required to provide a Small Business Subcontracting Plan ensuring at least 10 percent of subcontracted awards go to small business concerns.

Full Description

The Naval Air Warfare Center is conducting market research only to identify companies who may have experience and capabilities in the development and production of a miniature coherent radar and a point-to-point high rate data link at mmW. The radar/data link is expected to be enclosed in a small volume approximately 250 cu. in. and operate in a marine environment. The antenna must have high gain and be capable of beam steering to compensate for minor platform motion and, for the data link, remain aligned with a slow-moving data link partner. The average transmit power will be approximately 5 watts or less. The Government is interested in using software radio techniques in the design of this radar and data link. The Government has done preliminary design work in this area and is interested in a company that would work closely with the Government to complete the development for production. Production quantities are anticipated to be approximately 100 units. The company should be able to manufacture, maintain, and upgrade systems over time. Companies must be able to obtain and maintain a facility security clearance and handle classified information and equipment. Potential rough order of magnitude cost/schedule information is also desirable, if available. Submissions should include past and present projects and experience in the following areas: radar, data link, signal processing, antenna design, land, air, and sea testing, and manufacturing capabilities. Submissions should also include company name, facility clearance level (if applicable) or ability to obtain and maintain a facility clearance, point-of-contact information, and company size. The Government is not interested in general company capability information and will not accept such submissions. All replies should be five (5) pages or less and interested sources should submit replies by email only no later than 4:00 p.m. PST on 16 April 2004 to Jennifer.Kerns@navy.mil. The point of contact for this RFI is Jennifer Kerns, (760) 939-4526. Acknowledgement of receipt will not be made. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. This request for information is for planning purposes only and shall not be considered as a request for proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or the Government use of such information. The Government reserves the right to reject, in whole or part, any contractor input resulting from this RFI. This RFI does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Navy in developing its acquisition strategy and in its Statement of Work/Statement of Objectives and Performance Specifications. The information resulting from this RFI may be included in one or more RFPs, which will be released to industry. Industry is encouraged to respond with information not constrained by limited or restricted data rights. However, if such data is included in your reply, please mark it appropriately.
