The Department of the Navy, Space and Naval Warfare Systems Center Pacific, intends to award a noncompetitive, firm-fixed-price purchase order to Cronos Consulting Group for the engineering and fabrication of a mechanically-steered large electromagnetic antenna component prototype. This project supports the Energy System Technology Evaluation Program and requires the application of the Napkin to Steel in Less than a Fortnight rapid prototyping technique. The resulting hardware must be durable enough for both laboratory and ground-based outdoor network experimentation. Cronos Consulting Group is identified as the sole source for this requirement due to their unique expertise in the NSLF process, which is necessary to meet an aggressive development timeline that conventional prototype engineering and 3D printing cannot satisfy. The anticipated period of performance is one year, with an award date scheduled no later than September 2017. While the agency intends to proceed with a single source, it remains open to considering other firms that can demonstrate the ability to meet these specific technical and timing requirements.

Full Description

The Department of the Navy, Space and Naval Warfare Systems Center Pacific (SSC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Firm-Fixed-Price purchase order on a noncompetitive basis with Cronos Consulting Group, located at 7851 Mission Center Court, Suite 108, San Diego CA 82108. The contract will procure a mechanically-steered large electromagnetic antenna component prototype. This effort involves engineering and fabrication support to assist Space and Naval Warfare Systems Center (SPAWARSYSCEN) Pacific engineers in the development of advanced technology under the Energy System Technology Evaluation Program (ESTEP). The scope of this effort involves application of the napkin to steel in less than a fortnight (NSLF) rapid prototyping set of techniques to the design, fabrication, sub-assembly and delivery of hardware devices and components for specialized ESTEP large electromagnetic aperture antennas. The prototype mechanical structures need to be mechanically durable enough for network experimentation in laboratory and ground- based outdoor environments. This effort will require a contractor with expertise in the NSLF technique, developed at SSC Pacific. Only NSLF meets the rapid prototyping requirements of this project. This uniquely quick prototyping process is needed since many prototypes need to be produced in a short amount of time. Conventional prototype engineering (CPE) and 3D printing are not acceptable. CPE is a complex process which involves concept generation, drafting of formal drawings suitable for execution by machinists and others including engineers and assemblers, machining, then final assembly. At best, CPE requires at least three distinct individuals serially performing distinct tasks which individually take several weeks, too long to meet the Navy's aggressive timeline for development. 3-D printing can produce rapid prototypes, but not of sufficient strength to faithfully represent the mechanical performance of conventionally produced (i.e. machining of metal parts). Cronos is the only company known to have the NSLF prototyping background, knowledge, and expertise to be able to support this requirement. Based on the aforementioned information, only one responsible source and no other supplier or services will satisfy agency requirements in accordance with FAR 13.106 (b)(1) (i). Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any firm believing that they can fulfill the requirement of providing the prototype development services may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis, and must clearly show the firm's ability to be responsive without compromising the quality, accuracy, and reliability of equipment and services provided. Any comments, questions or concerns regarding this notice may be submitted via e-mail to contact@example.gov by 31 July 2017. Solicitation # N66001-27-Q-6020
The Department of the Navy, Naval Information Warfare Center (NIWC) Pacific, intends to award a noncompetitive, Firm-Fixed-Price purchase order for noncommercial collaborative Research and Development services to The Pennsylvania State University (UEI: NPM2J7MSCF61, CAGE: 7A720). Under solicitation N66001-27-Q-6020, the project focuses on the fabrication, characterization, and exploration of two-dimensional (2D) materials for event-based imagery. The primary goal is to advance the state-of-the-art in event-based dynamic vision sensors to track high-speed targets, such as Unmanned Aerial Vehicles (UAVs), while adhering to ultra-low Size, Weight, and Power (SWaP) constraints. The Pennsylvania State University will be responsible for fabricating novel 2D materials, developing prototype devices, and optimizing those devices for packaging in collaboration with NIWC Pacific. This procurement is conducted under the authority of 41 U.S.C. 1905 and 3305, as implemented by FAR 13.101(b), and follows the Simplified Procedures for Non-Commercial Acquisitions. The applicable NAICS code is 541713 for Research and Development in Nanotechnology, with a size standard of 1,000 employees. While the government intends to negotiate solely with the university, all responsible sources may submit capability statements, comments, or questions via email to Stephen O'Neill by 1700 Pacific Time on November 10, 2026. All responding vendors must be registered in the System for Award Management (SAM) with a valid UEID and CAGE code.
