The Naval Sea Systems Command (NAVSEA) planned an Industry Day conference on July 24, 2017, in Washington, DC, to discuss Third Party Planning (3PP) in support of Surface Ship Maintenance, Repair, and Modernization (SSMRM) requirements. Hosted by SEA 024 and SEA21, the event was scheduled from 9:00 AM to 3:30 PM EST at the Alion Science & Technology Building. The conference aimed to present the Navy’s contract strategy, maximize competition and small business involvement, and provide networking opportunities. Attendees were invited to participate in both a general presentation and optional one-on-one sessions to offer feedback and discuss concerns, with prior RSVP required by July 19, 2017. The one-on-one sessions were meant to be confidential forums for industry to share comments without the Government disclosing contract strategy details. Participation rules required attendees to RSVP via email to specified contacts, including relevant attendee information and requests for one-on-one sessions. Due to limited seating, companies were asked to limit representatives to four individuals, and no recording of the event was permitted. Questions regarding the draft performance work statement were encouraged before the RSVP deadline, with answers to be provided during the Industry Day or via posting afterward. The announcement clarified that it did not constitute a contract or commitment by the Government, and all participant expenses would not be reimbursed. The solicitation associated with this event was subsequently canceled.

The Government does not intend to share contract strategy information outside of the larger and/or public forum. Companies requesting a one-on-one session must indicate such in their RSVP email. NAVSEA does not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee costs in response to this notice are not considered an allowable direct charge to the Government. The Government will not reimburse costs for any effort expended or any material provided in response to this announcement.
