The contract involves a sole source extension to ATAMIR-WSMR LLC for Test Engineering and Analysis Services at White Sands Missile Range, New Mexico. The extension adds two option periods—a four-month and a five-month option—extending the current contract through June 30, 2014. The total estimated value of the contract extension is approximately $21 million. This action is being undertaken under statutory authority allowing a sole source award due to the unique and highly specialized nature of the services provided, which are critical to the mission at White Sands Missile Range. The government emphasizes that awarding this work to any other contractor at this time would cause unacceptable delays and additional costs. The purpose of the extension is to continue the existing services while a fully competitive follow-on contract is developed and awarded. This notice is not a solicitation for competitive offers, and comments regarding the procurement method are not being considered. Interested parties may submit comments to the contracting office by a set deadline, but the decision to extend the contract without competition remains at the government's discretion. The contract supports highly specialized Test Engineering and Analysis functions crucial for the effective operation of White Sands Missile Range and is necessary to maintain uninterrupted mission performance.

Full Description

This announcement is a notice of intent to extend an existing contract on a sole source basis to ATAMIR-WSMR LLC, 1300 Britt St SE, Albuquerque, NM 87123-3353, for Test Engineering and Analysis Services (TE&AS) at White Sands Missile Range (WSMR), New Mexico. The proposed contract action will add two option periods (one four-month option and one five-month option) to Contract W9124Q-08-C-0547 under the provisions of statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The estimated dollar value of this action is approximately $21M for the period of performance of 30 September 2013 through 30 June 2014 (if all options are exercised). The Government's intent is to extend the current services with ATAMIR-WSMR in order to continue performance of the required services until the fully competitive follow-on contract can be solicited, negotiated, and awarded. Award to any other source at this time would negatively impact WSMR's ability to perform its mission. It would be impossible for any other contractor to perform all of the highly specialized services required for the TE&AS functions without causing an unacceptable delay in the performance of the mission and incurring an additional cost burden. Comments should be submitted to the contracting office by email to: contact@example.gov, no later than 22 August 2013 at 4PM MDT. Comments submitted for consideration of other methods will not be evaluated. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government.
