The United States Army Medical Research Acquisition Activity (USAMRAA) plans to award a sole source contract to the Research Foundation of the State University of New York, representing Upstate Medical Center in Syracuse, NY, to conduct specialized testing on blood samples from human volunteers participating in an experimental dengue vaccine trial. This trial is a collaboration between the Medical Research and Materiel Command (MRMC) and GlaxoSmithKline Biologicals. The contracted work involves using a proteomics platform to identify unique protein markers in vaccinated individuals, which serve as early indicators of the vaccine's immunogenicity—essentially measuring how well the vaccine primes the immune system to combat dengue infection upon natural exposure. The notice serves as an invitation for other qualified providers to demonstrate their capability to perform these services. Interested entities must submit clear and compelling evidence in writing within 15 days from the notice’s publication, proving they can deliver comparable results that would be more beneficial to the government than a sole source award. The solicitation emphasizes that requests for documentation alone will not count as responses. If no suitable alternatives emerge within the specified timeframe, the Army intends to proceed with the sole source contract award to SUNY’s Upstate Medical Center. Responses must be directed to the designated contact email provided in the notice.

Full Description

The United States Army Medical Research Acquistion Activity (USAMRAA), Fort Detrick, MD intends to issue a sole source award to the Research Foundation of the State University of New York (SUNY), on behalf of Upstate Medical Center, Syracuse, NY The required services entail the performance of tests on blood samples collected from human volunteers enrolled in an experimental dengue vaccine trial executed by MRMC and co-development partner GlaxoSmithKline Biologicals. Testing includes the use of a proteomics platform to identify unique protein signatures in volunteers who received various dengue vaccines as early markers of vaccine immunogenicity. Vaccine immunogenicity is a marker of how the vaccine influenced and prepared the recipient's immune system to prevent infection or disease following natural exposure. This notice of intent is for information purposes only. All sources eligible to provide this service must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide services outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within 15 days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made. Response to this notice is to be sent to contact@example.gov.
