The Department of Veterans Affairs, Network Contracting Office 7, intends to award a sole-source, firm-fixed-price contract valued at under $36,000 to the Diagnostic Complement Laboratory at National Jewish Health for a 12-month period starting September 1, 2014. The contract will fund specialized complement analysis testing, including Bb, C3a, C5a, and AH50/Factor H function, to support research on the interaction of smoking and Complement Factor H Haplotypes and assess whether complement-based therapies can treat smoking-related pathologies in mouse models. This laboratory is uniquely qualified as the only approved facility in the United States with the necessary specialized equipment and a novel assay technique to perform these analyses on serum and blood samples collected from a control group of 300 subjects. This sole-source procurement under FAR 6.302-1 is justified by the laboratory’s exclusive capabilities and the Department’s need to avoid unacceptable delays and increased costs associated with transitioning these specialized services to another provider. The notice invites other interested parties to demonstrate their capabilities by August 12, 2014, but emphasizes that this is not a request for competitive proposals and that the Department reserves discretion over whether to proceed with competition. All responses must be submitted in writing to the Contract Specialist, David W. Decker, and any potential contractor must be registered in the System for Award Management to be eligible for award.
