The U.S. Department of Homeland Security's National Acquisition Center, acting on behalf of U.S. Customs and Border Protection, plans to negotiate a sole source, firm-fixed price commercial contract with the Corporate Executive Board under FAR Part 6, without seeking multiple awards. The contract aims to procure memberships to three specialized executive councils provided by Corporate Executive Board: the CIO Executive Board, the Infrastructure Executive Council, and the Enterprise Architecture Executive Council. Each council membership grants senior executives within these domains unlimited access to proprietary strategic research, participation in annual executive retreats, regionally-based staff briefings, custom research projects at no additional cost, and access to extensive online resources, including research archives, networking tools, diagnostics, benchmarks, and implementation support. These councils are designed for senior IT, infrastructure, and architecture executives of progressive organizations, with research agendas driven exclusively by their members. The services emphasize facilitating executive interaction, customized application of research, and speeding strategic and tactical initiatives through proven best practices. Interested firms that believe they can meet these requirements are invited to submit written notifications with supporting evidence within ten calendar days of the notice publication; however, no telephone submissions will be accepted. The government retains full discretion over whether to proceed with competition, and if no responsive firms emerge, it will move forward with the sole source contract with Corporate Executive Board.
