The U.S. Army Medical Research Acquisition Activity (USAMRAA), supporting the U.S. Army Medical Materiel Development Activity, plans to award a sole source cost-type contract under the Joint Warfighter Medical Research Program (JWMRP) for the development of the OpenICE Interoperability Platform. This platform aims to enhance force health protection and readiness by creating a medical device plug-and-play interoperability system. The contractor will develop custom applications to improve the efficiency of field medics and patient care, enabling faster recovery and earlier return to duty for injured warfighters. The project focuses on integrating existing medical devices, which typically cannot communicate with each other, into a cohesive system to provide better battlefield medical support and establish baseline scientific data using legacy equipment. The contract award is justified under statutory authority permitting other than full and open competition, specifically for projects backed by Congressional Special Interest Funded Research related to military needs, as outlined in the Department of Defense Appropriations Bill, 2014. The law restricts use of funds to augment and accelerate ongoing high-priority medical research initiatives rather than new projects or basic research. Massachusetts General Hospital’s existing research is uniquely positioned to satisfy the contract criteria. While this announcement serves only as a Notice of Intent and no solicitation will follow, capable parties may submit statements of capability or proposals for consideration. The award will proceed without further notice, with the designated point of contact provided for information.

Full Description

This is a Notice of Intent to Award a Sole Source OpenICE Interoperability Platform To Facilitate Force Health Protection and Readiness The U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Materiel Development Activity (USAMMDA) is issuing a Notice of Intent to Award a Sole Source contract. USAMRAA intends to issue a cost-type contract for the work addressing the Joint Warfighter Medical Research - OpenICE Interoperability Platform To Facilitate Force Health Protection and Readiness by utilizing the Joint Warfighter Medical Research Program (JWMRP). In this requirement, the contractor will addresses a medical device plug-and-play interoperability program to build custom applications to enable field medics to be more efficient while also improving patient care, so that recovery may occur more quickly, problems may resolve more quickly, and ill warfighters can be made more comfortable and/or returned to duty earlier (in less than 72 hours). In accordance with Federal Acquisition Regulation (FAR) the statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c) (1). The FAR citation is 6.302-1(a)(2) with application at 6.302-1(b)(1)(ii). As directed by Congress in the Department of Defense Appropriations Bill, 2014 Report 113-85, page 190, $100M quote mark shall be used to augment and accelerate high priority Department of Defense (DoD) and Service medical requirements and to continue prior year initiatives that are close to achieving their objectives and yielding a benefit to military medicine. The funds shall not be used for new projects or for basic research. quote mark For this reason, the undersigned determined that the cited statutory authority permitting other than full and open competition is supported and required. This Bill essentially limits the competition to contractor's that have existing Congressional Special Interest Funded Research Projects (contracts or assistance agreements) and have a military relevance. The Bill also states that funds shall be awarded at the discretion of the Secretary of Defense following a review of medical research and development gaps. The strategy in executing the JWMRP was to find highly valued research efforts on a research grant or contract that could meet critical service requirements and that were not being continued through other appropriations. Based on a comparative analysis by the scientific and programmatic reviewers from USAMRMC, approximately 45 JWMRP research projects were selected for a follow-on effort to the previous effort (Contracts and Assistance Agreements.) Massachusetts General Hospital's research is the only known research that can be considered when viewed in the context of the statutory mandated program described above. Medical devices are essential to the practice of modern medicine. Clinical measurements such as blood pressure and temperature, x-ray and ultrasound imaging, administration of intravenous medications, and support of critical life functions all require medical devices. However, despite the reliance on sophisticated medical equipment, most devices are not designed to interconnect with other devices. Therefore, it is difficult to connect individual devices into integrated medical systems to improve patient care and avoid unnecessary accidents. The primary purpose of this award is to secure data from medical devices to improve medical conditions on the battlefield and for the purposes of establishing baseline scientific data utilizing current legacy medical equipment. This notice of intent is for information purposes only, therefore, no solicitation will result from this announcement. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. A request for documentation will not be considered as an affirmative response. The action will be awarded without further notice. The Point of Contact (POC) for this action is contact@example.gov.
