The Louis Stokes Cleveland VA Medical Center intends to establish a sole source contract with the Case Western Reserve University School of Medicine Department of Pharmacology to provide specialized biochemical expertise. This contract aims to support research activities by measuring concentration-dependent rates of dethiolation in wild type and mutant forms of human Glutaredoxin, analyzing the formation and breakdown rates of GRx-SSG intermediates, and assessing the specific content and activity levels of Glutaredoxin isozymes. These determinations will be conducted with sufficient replicates to ensure that the standard error remains within 10% of the mean. The work will be performed for the Research Department at the Cleveland VA Medical Center, covering the period from August 1, 2006, through July 31, 2007. The procurement is being pursued under the authority of FAR 6.302-1, allowing for a non-competitive, sole source award given that the University of Chicago is identified as the only responsible source capable of fulfilling the government's requirements. The contract type is firm fixed price, and although the solicitation does not seek competitive proposals, any quotes received within 10 days of the notice publication will be considered. Ultimately, the decision not to compete will rest solely with the government, which will use any information received to decide whether a competitive procurement is needed.
