AI Contract Overview

The Department of Veterans Affairs Medical Center intends to award a sole source contract to the Medical University of South Carolina for research and development services focusing on the role of estrogen receptors in lupus and the modulation of inflammatory responses. The project involves utilizing cell culture and molecular techniques to analyze estrogen receptor expression and cellular localization. This work is part of a funded VA Merit Review Grant aimed at defining gender-based differences in immune responses, which is critical for understanding autoimmune diseases and potential bio-warfare responses. The contract is justified as a sole source acquisition under the authority for essential research capability, specifically to utilize the expertise of Dr. Subha Dasgupta. Dr. Dasgupta possesses specialized knowledge in estrogen receptors and animal models of autoimmunity and is identified as the only scientist in the Charleston area capable of performing these experiments. Because he is not a US citizen and cannot be hired as a VA employee, the services will be contracted through the Medical University of South Carolina.
