AI Contract Overview

The contract seeks to address the ongoing peptide synthesis needs of the Natick Soldier Research Development and Engineering Center (NSRDEC), which currently supports five active research projects with plans for future projects requiring similar services. Peptides of varying sequences and complexities are essential for these efforts, and the government requires continuous synthesis capabilities in two primary categories: linear peptides and cyclized peptides, with an additional possibility for peptide arrays. Historically, peptide synthesis services were procured through individual orders leading to inefficiencies and delays under current procurement procedures. This contract aims to streamline the process by establishing a performance-based service arrangement that meets the government’s requirements efficiently and cost-effectively over multiple years. The contractor will be responsible for synthesizing peptides meeting specified sequences, purities, and quantities as dictated by individual delivery orders. Quality control measures are stringent, requiring reverse phase high-performance liquid chromatography (RP-HPLC) and Mass Spectrometry analysis, with certificates of analysis provided with each shipment. Peptide arrays require additional handling, including uncoupled peptides delivered in separate containers with purification steps. Maintaining schedule adherence, cost efficiency, and delivering high-quality products are critical performance objectives. Because some requirements necessitate direct communication and collaboration, the government favors contractors local to the NSRDEC facility in Natick, Massachusetts, to facilitate face-to-face interaction and support.

Full Description

Peptides are central to numerous research efforts at the Natick Soldier Research Development and Engineering Center (NSRDEC) due to their extensive sequence landscape, chemical diversity and broad range of functionality. There are currently five on-going research projects which require peptide synthesis with additional project anticipated. The Government expects this need for peptide synthesis to continue for a number of years. To date, each project has identified the need for peptide synthesis work as it occurs; and separate orders/contracts have been awarded for peptide synthesis. With the modification to the procurement procedures, the past approach has become time consuming leading to delays which has been impeding progress to individual projects. This Request for Information should be considered an open call for providing the government peptide synthesis needs. The Government requires two general classes of peptide synthesis: (1) linear peptide synthesis; and (2) cyclized peptide synthesis. Additionally, the Government may require peptide arrays. This performance-based service contract incorporates the following performance objectives: (1) Synthesize peptides with specified sequence and purity (2) adherence to contract schedule, milestone, and delivery requirements, and (3) efficient and effective cost control. The contractor's primary focus shall be to synthesize peptides based on the Governments specified sequence and purity. The specific sequence, purity and quanity for each delivery order will be include on the individual delivery order. All peptide synthesis shall include reverse phase high-performance liquid chromatography (RP-HPLC) and Mass Spectrometry analysis. A certificate of analysis shall be required with each shipment. In addition, peptide arrays will require peptides to be uncoupled, in individual containers with a purification step. It is the contractors responsibility to employ the necessary resources to ensure accomplishment of these objectives. The government expects some face-to-face contact to ensure some specific requirement are understood and successfully accomplished, therefore we are looking for contractors who are local to the NSRDEC.

RFI - Novel or Multifunctional Fibers, Yarns, Coatings/Finishes and Fabrics for Soldier Protection and Comfort (MFFYF)
Solicitation # RFINovelOrMultifunctionalFibersYarnsCoatings-FinishesandFabricsForSoldierProtectionAndComfort(MFFYF)
The US Army DEVCOM Soldier Center, in coordination with the Product Manager for Soldier Clothing and Individual Equipment, has issued this Sources Sought Announcement to identify potential sources of multifunctional fibers, yarns, fabrics, coatings, or finishes. The primary objective is to enhance the environmental protection of dismounted Warfighters by identifying materials that provide at least two functionalities, such as moisture management, thermal protection, repellency, vector protection, and flame resistance. The government is seeking both near-term solutions with a Technology Readiness Level (TRL) of 5 to 7+ for rapid integration into active Programs of Record, and far-term next-generation concepts with a TRL of 2 to 4 to inform future technology investments. All submissions must be completely PFAS-free and avoid cyclic siloxanes, silicones, and heavy metal catalysts. Respondents must provide detailed business information, including CAGE and NAICS codes, and verify compliance with the Berry Amendment. Technical submissions require comprehensive data, including GHS-compliant Safety Data Sheets and verifiable test reports adhering to standards such as ASTM D5034 for tensile strength and AATCC TM22 for water repellency. Physical samples, including specific yardage for fabrics or minimum meterage for yarns, must be submitted for destructive laboratory testing. Electronic responses, including white papers and the completed Appendix A template, are due by December 23, 2026, with physical samples to follow within six weeks. This announcement is for information gathering and planning purposes only and does not constitute a formal solicitation or a commitment to award a contract.

Request for Information on Combat Boot Sock
Solicitation # RequestForInformationOnCombatBootSock
The U.S. Marine Corps Portfolio Acquisition Executive Marine Corps is conducting market research through a Sources Sought Announcement to identify potential manufacturers for a high-performance combat boot sock. Designed for Department of Defense personnel operating in temperatures above 20 degrees Fahrenheit, the socks must be Berry Amendment compliant domestic productions. The required design is an over-the-calf length featuring cushioning to prevent blisters, graduated compression to promote blood flow, a non-slip top cuff, arch support, and nylon reinforcement at the heel and toe. Material specifications require a minimum of 52 percent wool (25 microns or finer), 20 percent nylon, and 1 percent spandex, with a strict prohibition on cotton and rayon fibers. The socks will be required in four classes: Marine olive drab green, black, coyote 498, and undyed/natural, across sizes small through extra-large. Performance standards include strict criteria for bursting strength, dimensional stability, wicking, and colorfastness, with quality inspections following ASTM D3990 and ASQ/ANSI Z1 standards. This is currently a Request for Information for planning purposes only and does not constitute a solicitation or commitment to procure. Interested parties, including non-manufacturing suppliers with qualified domestic partners, must submit their CAGE code, business size, and NAICS information electronically to the designated points of contact by October 30, 2026, at 5:00 PM EST.
