The Centers for Disease Control and Prevention (CDC) plans to issue a sole purchase order to Qiagen Inc. for a PyroMark96 ID Pyrosequencer and its accessories, as Qiagen is the sole U.S. distributor of this proprietary technology and the necessary reagents. The Pyrosequencing system is a key tool used extensively by the CDC in infectious disease research and clinical services, including tracking pandemic influenza. This specific instrument will support a new clinical assay deployment within the Division of Tuberculosis Elimination's flagship project focused on the rapid detection of drug-resistant tuberculosis in high-risk individuals. The project and chosen technology have been reviewed and endorsed by an external panel, emphasizing the critical need to avoid procurement delays by restricting the award to Qiagen. Interested parties who believe they can meet the requirements are invited to submit capability statements within 15 days for the CDC to consider whether to pursue a competitive solicitation. However, any decision not to compete is at the CDC’s discretion and based on the responses received. The acquisition will be conducted under NAICS code 541711, with the place of performance in Atlanta, GA. Deborah T. Workman is the designated contract specialist overseeing this procurement, with contact details provided for submissions and inquiries.

Full Description

In accordance with FAR subpart 6.302-1(c) (ii), the Centers for Disease Control and Prevention (CDC) intends to issue a sole purchase order to Qiagen Inc. for the Pyrosequencer. This purchase request is for a PyroMark96 ID Pyrosequencer unit and accessories. The Qiagen corporation is the sole U.S. distributer for these instruments and the necessary reagents. The Pyrosequencing system is a novel proprietary technology widely employed in infectious disease clinical service and research. The platform is widely adapted with multiple units in place at the CDC for tracking pandemic influenza, at the biotechnology core facility, etc. This instrument is being acquired for use for a new clinical assay to be available from the CDC later this year. The PyroMark96 ID system is slated for use in the Division of Tuberculosis Elimination's (DTBE) flagship project: Rapid Detection of Drug-Resistant (RDDR) TB in Persons at High Risk. This flagship project is described and the technology chosen by an outside panel for the CDC: http://www.cdc.gov/tb/topic/laboratory/rapidmoleculartesting/default.htm It is the understanding of the Government that an award to any other source would cause unacceptable delays in meeting the requirements of the Government. Interested parties who feel that they possess the capabilities to provide the services described above should submit a capability statement demonstrating their abilities to provide the services. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive requirement. Please send your documentation to Deborah Workman by fax +1 (555) 000-0000, or email to contact@example.gov. Documentation should be received within fifteen (15) days after the date of publication of this synopsis to be considered by CDC. A determination by the CDC not to compete this proposed contract, based upon responses to this notification, is solely within discretion of the government.
