AI Contract Overview

The contract focuses on gathering updated information on advances in peptide synthesis to support ongoing and future research projects at the Natick Soldier Research Development and Engineering Center (NSRDEC). Peptides are critical to several current research efforts, with the Government anticipating a continuing need for synthesis services over multiple years. Previously, peptide synthesis contracts were handled through individual orders, but this method has led to delays and inefficiencies. This Request for Information (RFI) aims to streamline the procurement process and establish a more efficient, performance-based service arrangement covering two main types of peptide synthesis: linear and cyclized peptides, as well as peptide arrays. Performance objectives emphasize synthesizing peptides to specified sequences and purity, adhering to schedules and milestones, and maintaining cost-effective operations. Key contract requirements include the inclusion of reverse phase high-performance liquid chromatography (RP-HPLC) and Mass Spectrometry analysis with all peptide deliveries, accompanied by certificates of analysis. Peptide arrays require additional handling, such as uncoupling peptides and purification steps in individual containers. The Government expects contractors to utilize the necessary resources to meet these objectives and requires some face-to-face interaction, favoring contractors local to the NSRDEC location in Natick, Massachusetts. This RFI is strictly for informational purposes and does not represent a solicitation or contract offer; responses will not be obligated or compensated, and proprietary information will be treated accordingly.

Full Description

This request for information (RFI) is an update to a previously posted RFI. The goal is to determine what advances have occurred in the past year if any. Peptides are central to numerous research efforts at the Natick Soldier Research Development and Engineering Center (NSRDEC) due to their extensive sequence landscape, chemical diversity and broad range of functionality. There are currently five on-going research projects which require peptide synthesis with additional project anticipated. The Government expects this need for peptide synthesis to continue for a number of years. To date, each project has identified the need for peptide synthesis work as it occurs; and separate orders/contracts have been awarded for peptide synthesis. With the modification to the procurement procedures, the past approach has become time consuming leading to delays which has been impeding progress to individual projects. This Request for Information should be considered an open call for providing the government peptide synthesis needs. The Government requires two general classes of peptide synthesis: (1) linear peptide synthesis; and (2) cyclized peptide synthesis. Additionally, the Government may require peptide arrays. This performance-based service contract incorporates the following performance objectives: (1) Synthesize peptides with specified sequence and purity (2) adherence to contract schedule, milestone, and delivery requirements, and (3) efficient and effective cost control. The contractor's primary focus shall be to synthesize peptides based on the Government's specified sequence and purity. The specific sequence, purity and quanity for each delivery order will be include on the individual delivery order. All peptide synthesis shall include reverse phase high-performance liquid chromatography (RP-HPLC) and Mass Spectrometry analysis. A certificate of analysis shall be required with each shipment. In addition, peptide arrays will require peptides to be uncoupled, in individual containers with a purification step. It is the contractor's responsibility to employ the necessary resources to ensure accomplishment of these objectives. The government expects some face-to-face contact to ensure some specific requirement are understood and successfully accomplished, therefore we are looking for contractors who are "local' to the NSRDEC. This RFI is solely for information purposes and does not constitute a solicitation or the issuance thereof. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Any information submitted will not be returned, and no payment will be made by the government for such information.

RFI - Novel or Multifunctional Fibers, Yarns, Coatings/Finishes and Fabrics for Soldier Protection and Comfort (MFFYF)
Solicitation # RFINovelOrMultifunctionalFibersYarnsCoatings-FinishesandFabricsForSoldierProtectionAndComfort(MFFYF)
The US Army DEVCOM Soldier Center, in coordination with the Product Manager for Soldier Clothing and Individual Equipment, has issued this Sources Sought Announcement to identify potential sources of multifunctional fibers, yarns, fabrics, coatings, or finishes. The primary objective is to enhance the environmental protection of dismounted Warfighters by identifying materials that provide at least two functionalities, such as moisture management, thermal protection, repellency, vector protection, and flame resistance. The government is seeking both near-term solutions with a Technology Readiness Level (TRL) of 5 to 7+ for rapid integration into active Programs of Record, and far-term next-generation concepts with a TRL of 2 to 4 to inform future technology investments. All submissions must be completely PFAS-free and avoid cyclic siloxanes, silicones, and heavy metal catalysts. Respondents must provide detailed business information, including CAGE and NAICS codes, and verify compliance with the Berry Amendment. Technical submissions require comprehensive data, including GHS-compliant Safety Data Sheets and verifiable test reports adhering to standards such as ASTM D5034 for tensile strength and AATCC TM22 for water repellency. Physical samples, including specific yardage for fabrics or minimum meterage for yarns, must be submitted for destructive laboratory testing. Electronic responses, including white papers and the completed Appendix A template, are due by December 23, 2026, with physical samples to follow within six weeks. This announcement is for information gathering and planning purposes only and does not constitute a formal solicitation or a commitment to award a contract.
