The Naval Research Laboratory (NRL) plans to enter into negotiations with Coherent Systems International, Corp for software development services under an other than full and open competition arrangement. This contract focuses on advancing the Advanced Multifunction RF Concept (AMRFC) program, which began in 1998, by developing a low-level Resource Allocation Manager and transitioning the core infrastructural software to the Multifunction Electronic Warfare (MFEW) Advanced Demonstration Model (ADM) set for delivery to the Navy in 2007. The statutory basis for restricting competition is that Coherent Systems International is the only responsible source capable of fulfilling these specialized requirements, as determined through market research, and conducting a competitive process would cause unacceptable delays to the agency’s mission. The contract, issued by the Department of Defense’s Naval Research Laboratory, falls under the NAICS code 541330, related to engineering and technical research and development services. The solicitation number is Reference-Number-3220-003, with a presolicitation posted date of April 13, 2006. The work will support the maturation and transition of key software components essential to the MFEW program and is integral to ongoing research and development activities within the Navy’s electronic warfare capabilities. The point of contact for this procurement is F. Janilea Bays at the NRL, available via email and phone. This notice is not a request for competing proposals but an announcement of intent to negotiate exclusively with Coherent Systems International.
