The Naval Research Laboratory plans to award a purchase order to Technology Service Corporation without full and open competition for technical support related to the design of second-generation system software for the Multi-Function Electronic Warfare (MFEW) project. Additionally, the contract includes specialized engineering, technical design, and analysis work focused on developing correlation, tracking, and data fusion algorithms for the Advanced Sensor Netting Technology (ASNT) project. The performance period for this contract extends for twelve months from the date the order is issued. The decision to pursue a sole source award stems from the extensive learning curve tied to the Resource Allocation Manager algorithms, which are critical to the MFEW project's progress and could be negatively impacted if another contractor were engaged. Although this is not a formal solicitation, the Naval Research Laboratory invites interested parties to express their interest and capability to fulfill the requirement or submit proposals within 15 days of the synopsis publication. All received information will be considered to determine whether a competitive procurement might be conducted. The contract falls under the NAICS code 541330, covering engineering services, and is managed by the Naval Research Laboratory in Washington, DC. Additional opportunities with the NRL are accessible through their official contracting website. Contact for this procurement is F. Janilea Bays, reachable by phone or email.

The Naval Research Laboratory intends to award to Technology Service Corporation using other than full and open competition a purchase order for technical support in the design of the second generation system software for the Multi-Function Electronic Warfare project, and specialized engineering, technical design, and analysis for the design and development of correlation, tracking, and data fusion algorithms for the Advanced Sensor Netting Technology (ASNT) project. The period of performance of the order is date of order through twelve months. The sole source award is based on the very long learning curve associated with the Resource Allocation Manager algorithms that would disrupt the progress of the MFEW project if another contractor was utilized. This is not a solicitation. However interested parties may identify their interest and capability to respond to the requirement or submit proposals. All information received within 15 days from the publication of this synopsis will be fully considered by the Government for the purpose of determining whether to conduct a competitive procurement.Other business opportunities for NRL are available at our website http://heron.nrl.navy.mil/contracts/rfplist.htm
