The Naval Air Systems Command plans to negotiate and award a Basic Ordering Agreement order under BOA number N00019-05-G-0008 to Raytheon Company for services and engineering support related to integrating the Tomahawk All Up Round (AUR) capability into the SSGN Class Nuclear Submarine. This project encompasses system engineering tasks such as reviewing system configuration drawings, conducting detailed engineering assessments of the interfaces between the AUR, the Multiple AUR Canister Launcher, and the SSGN Weapon Control System, as well as analyzing preliminary change notices and providing program management support. Raytheon is uniquely qualified for this work due to its longstanding role since 1994 as the sole developer, designer, and manufacturer of the Tomahawk AUR missile, with exclusive access to current configuration and manufacturing data, as well as responsibility for managing key requirements and integration documents. Given the intricate technical requirements and the specialized knowledge necessary for this integration, Raytheon is considered the only capable source to accomplish the task within the required timeframe and without incurring duplication of costs. The contract falls under NAICS code 541330, and the efforts will be overseen by the Naval Air Systems Command, located in Patuxent River, Maryland. The contract specialist responsible for this acquisition is Jennifer A. Alvey, who can be contacted for further information. This acquisition represents a presolicitation for a highly technical and specialized effort essential to enhancing the capabilities of the SSGN Class Nuclear Submarine with the Tomahawk AUR missile system.

Full Description

Naval Air Systems Command (NAVAIR) intends to negotiate and award a Basic Ordering Agreement (BOA) order under BOA number N00019-05-G-0008 for services and engineering support necessary for the integration of the Tomahawk All Up Round (AUR) capability into the SSGN Class Nuclear Submarine. This effort includes the systems engineering; system configuration drawing review; a detailed engineering review of the interfaces between the AUR and the SSGN/Multiple AUR Canister (MAC) Launcher and the SSGN Weapon Control System; review and comment on the preliminary change notices documentation; and associated program management supporting these efforts. NAVAIR intends to award this effort to Raytheon Company, P.O. Box 11337, Tucson, Arizona 85734-1337. Raytheon is the only company capable of performing this effort. Since 1994, Raytheon has been the sole developer, designer and manufacturer for the Tomahawk AUR. Raytheon solely possesses the current configuration and manufacturing data for the Tomahawk AUR missile. Raytheon currently manages the key requirements, interface, integration, and verification documents for the Tomahawk Weapons System. Because a detailed knowledge and expertise of the Tomahawk missile is required to perform the services and engineering support necessary for the integration of the Tomahawk AUR capability into the SSGN Class Nuclear Submarine, Raytheon is the only source capable of accomplishing this requirement in the required timeframe and without duplication of costs.
