The 45th Contracting Squadron plans to negotiate a sole-source contract with Southern Methodist University (SMU) in Dallas, Texas, to support the expansion of the Seismo-Acoustic Monitoring Program, which is crucial for nuclear test ban treaty verification. This program focuses on deploying geophysical and acoustic data acquisition equipment aimed at identifying small natural and man-made seismic and acoustic sources. The contract will also fund research and development activities related to the use and advancement of such equipment. SMU is uniquely qualified for this work due to a pre-existing Memorandum of Understanding with the Korean Institute of Geology, Mining, and Materials (KIGAM), allowing them to operate and maintain seismic and acoustic arrays in the Republic of Korea. The sole-source justification cites the specialized nature of the effort and SMU’s exclusively suitable capabilities and experience, with no other suppliers meeting the agency’s requirements. The contract is expected to be a cost contract with a one-year base period from January 1, 2006, through December 31, 2006, including two optional one-year extensions. The acquisition is governed under the sole-source authority of U.S. Code 10 U.S.C. 2304(c)(1) and includes the applicability of the Ombudsman clause per AFFARS 5352.201-9101. The contracting office is located at Patrick Space Force Base, Florida, with identified points of contact for contract administration and oversight. This solicitation is currently in the presolicitation phase, and no set-aside information or NAICS code has been designated.

The 45th Contracting Squadron intends to negotiate a contract on a sole-source basis with the Southern Methodist University (SMU), Dallas TX, for support of nuclear test ban treaty verification. The objective of this acquisition is to expand the capabilities of the Seismo-Acoustic Monitoring Program. This program requires deployment of geophysical and acoustic data acquisition equipment to assist in the identification of small size, natural, and man-made sources. This contract will also provide research and development utilizing such equipment. SMU is uniquely suited for this work due to the existing Memorandum of Understanding (MOU) between the Korean Institute of Geology, Mining, and Materials (KIGAM) and SMU to operate and sustain seismic and acoustic arrays in the Republic of Korea. This sole source acquisition is justified under 10 U.S.C. 2304(c)(1), only one source and no other supplies or services will satisfy agency requirements. Evaluation of the contractor's unique capability and acquisition history concluded that the highly specialized effort required is available from only one source. A cost contract is contemplated with a one-year basic contract period (1 Jan 06 - 31 Dec 06) with two 1-year options. AFFARS 5352.201-9101, Ombudsman is applicable.

Solicitation # DOIDSAM27G002
The U.S. Geological Survey (USGS) has issued Broad Agency Announcement DOIDSAM27G002 to establish partnerships for the acquisition of high-resolution 3D elevation and hydrography mapping data. This initiative, known as the 3D National Topography Model (3DNTM) Data Collaboration Announcement, is divided into two primary opportunities: the 3D Elevation Program (3DEP) for lidar data and the 3D Hydrography Program (3DHP). These partnerships leverage the USGS Geospatial Products and Services Contract (GPSC) to provide critical data supporting infrastructure planning, energy development, mineral discovery, and disaster response. Eligible applicants include federal agencies, state and local governments, tribes, academic institutions, and the private sector, though GPSC contractors and subcontractors are explicitly excluded. Project submissions are due by December 4, 2026, and will be evaluated individually based on project location, areal extent, cost share, proposal maturity, and past performance. Preference is given to projects exceeding 1,500 square miles and those located in priority areas where existing data is five or more years old in the contiguous US, or eight or more years old in Alaska, Hawaii, and U.S. territories. The standard period of performance for these projects is 18 to 24 months. All resulting data must conform to USGS product specifications and will be made available via The National Map Data Download and Visualization Services. Applicants must submit a project summary form, validation of funding partners, and a GIS file defining the project area.
