The U.S. Army Medical Materiel Development Activity (USAMMDA) is seeking information from entities interested in developing an FDA-licensed freeze-dried plasma (FDP) product designed to treat severe hemorrhage in battlefield conditions. This request seeks companies with an existing FDP product candidate aiming for FDA licensure, or commercial manufacturers with lyophilization capabilities willing to supply freeze-dried plasma for a potential Investigational New Drug (IND) application sponsored by the U.S. Army Office of The Surgeon General. Key performance attributes for the FDP product are specified to meet operational requirements, including stability and usability in a wide temperature range (0-40 degrees Celsius) to accommodate diverse battlefield environments. Responses to this request for information must include a 2-3 page synopsis describing the responder’s capability to achieve FDA licensure or provide FDP under a government-sponsored IND, complete contact details, business classification, and prior experience with U.S. Government contracts and FDA interactions. The RFI is strictly for planning and information gathering purposes and does not constitute a solicitation or binding contract. Interested parties were asked to submit their responses via email by August 26, 2013. Questions on submission formats and performance attribute specifics were addressed, emphasizing that no standardized synopsis format exists and explaining the operational temperature range as critical to battlefield use, often outside typical medical facility conditions.
