The Naval Surface Warfare Center, Carderock Division has been assigned by the Office of Naval Research to oversee vehicle testing services as part of the Total Ownership Cost Reduction Corrosion/Durability Road Test Development Program. The center plans to award a non-competitive contract to the Nevada Automotive Test Center in Silver Springs, Nevada, under the authority allowing sole-source procurement. This decision is based on NATC’s unique capability to conduct the specific corrosion event and full-scale vehicle durability testing required, a capability shared only by the U.S. Army Aberdeen Test Center, which is already engaged and funded under this program. The upcoming contract represents a continuation of previous efforts completed in fiscal year 2006 and aims to avoid duplicative costs that would result from a competitive procurement. Although this is a notice of intent rather than a competitive solicitation, interested parties may express their interest and submit proposals within 15 days of the notice’s publication, after which the government will decide whether to pursue competition at its discretion. Responses will be used primarily to evaluate the need for competition, but the contract’s award to NATC is anticipated due to their match of the technical and testing requirements. The official contract solicitation is titled “A--VEHICLE TESTING” with solicitation number N0016707Q5065 and was posted in early April 2007 by the Department of Defense. The work will be managed out of the Naval Surface Warfare Center office in Bethesda, Maryland.

NSWCCD intends to negotiate a non-competitive procurement with Nevada Automotive Test Center (NATC) in Silver Springs, Nevada under the authority of FAR 6.302-1 -Only one responsible source and no other supplies or services will satisfy agency requirements. This is a follow-on effort to contract N00014-02-C-0355 which was awarded by the Office of Naval Research and completed in FYO6. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responsible sources submitting proposals within 15 days after date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
