The National Library of Medicine awarded a contract to General Electric Corporate Research and Development in 1999 to aid in the creation and enhancement of the Insight Toolkit (ITK) and the initial Segmentation and Registration Toolkit (SRT). The contract focuses on refining the ITK by streamlining its codebase, enhancing software architecture consistency, expanding documentation for existing algorithms, and producing educational materials. General Electric has been supporting and improving the ITK's distributed regression testing system, known as DART, which evaluates consortium contributions for coding style, test coverage, and documentation, while also working to integrate ITK with other visualization platforms through illustrative examples. Having provided these services for over two and a half years, General Electric is slated to continue under a sole source basis extension due to their unmatched expertise and the need to avoid project delays and redundant costs. This continuation aims to sustain progress in ITK development without the need for full and open competition, as authorized by relevant federal acquisition regulations. The contract represents an ongoing effort to support image processing tools connected to the Visible Human Project, illustrating a focused collaboration between NLM and General Electric to advance medical imaging software capabilities.

The National Library of Medicine (NLM) awarded contract N01-LM-9-3531 on September 28, 1999, to General Electric Corporate Research and Development, One Research Circle, Niskayuna, New York, 12309 to assist in the development of an application programmer interface (API) known as the Insight Toolkit (ITK), and first implementation of a Segmentation and Registration Toolkit (SRT). It is the intent of the National Library of Medicine (NLM) to negotiate with General Electric Corporate Research and Development on a sole source basis to extend the current contract number N01-LM-9-3531 for twelve months to continue the overall goals of the project, which include streamlining the existing ITK code, improving the consistency of the internal software architecture, extending documentation of the existing algorithms and methods, and generating examples suitable for inclusion in courseware and educational materials associated with ITK. General Electric Corporate Research and Development is currently providing the required services, and will continue to improve, support, expand and rework DART, the internet-based, distributed regression testing structure of ITK, to provide acceptance testing of consortium contributed code (including style, test coverage, and documentation as well as develop a mechanism to produce an electronic software acceptance ticket), and to demonstrate the integration of ITK with other visualization software through publishable examples. General Electric Corporate Research and Development has been performing the required services for the past two and a half years under the current contract. This requirement represents a continuation of the services they are currently providing to the NLM. By virtue of their expertise and experience gained through their development and implementation under the current contract, General Electric Corporate Research and Development is uniquely qualified and the only source capable of carrying out these required services in the required time frame and without duplication of cost to the government and undue delays. This notice of intent is not a Request for Proposals (RFP), nor is an RFP available. Based on authority cited in 41 U.S.C. 253(c)(1) (FAR 6.302-1(a)(2)), award to General Electric Corporate Research and Development without full and open competition is planned. See Numbered Notes 22 and 26.
