The Naval Air Warfare Center Training Systems Division in Orlando plans to award a sole source contract to CACI, Inc. Federal to rapidly develop and deliver a functional, deployable prototype capability known as WARRIOR REACH, supporting USSOCOM Joint Task Force efforts in the Global War on Terror. This prototype will undergo operational assessment before potential follow-on procurements. The project includes developing component technologies such as the Joint Data Translator (JDT), which are critical to ongoing Office of the Secretary of Defense Joint Test and Evaluation projects, including the Joint Datalink Information Combat Execution (JDICE) initiative. The contract will be firm fixed price with delivery expected within 12 months from contract award, and the procurement will be conducted under FAR 6.302-1, justifying a sole source award due to the unique expertise required. CACI, Inc. Federal is selected due to its specialized knowledge and hands-on experience with USSOCOM operational architectures, essential for ensuring the JDT software meets rigorous mission requirements. Their expertise covers critical areas such as Blue Force Tracking, command and control systems, situational awareness displays, distribution of ISR and simulation data, and secure transmission over commercial networks. Given the immediate operational need and the highly specialized capabilities required, no other vendor can meet these demands within USSOCOM's timeline. The solicitation was expected around February 7, 2007, with response submissions allowed via email or traditional mailing. Points of contact for this procurement include Jean Louis Perrault and Jane Waller, contract specialists based in Orlando, Florida.

FEDERAL. 2850 PRESIDENTIAL DR # 300, FAIRBORN, OH, 45324-6298, USA a contract for procuring a functional, deployable capability to support USSOCOM Joint Task Force efforts in the Global War on Terror (GWOT). Specifically, USSOCOM requires the rapid fielding of a prototype WARRIOR REACH capability for operational assessment prior to follow-on procurement and fielding. WARRIOR REACH component technologies, to include the Joint Data Translator (JDT), are also necessary to support ongoing OSD Joint Test and Evaluation (JT&E) projects of high interest to USSOCOM. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time.
