The USDA Agricultural Research Service (ARS) is seeking multiple-award Indefinite Quantity Contracts (IQCs) for architect-engineering design and construction management/administration services to support repair, maintenance, alteration, and new construction projects for research laboratory facilities throughout the Southeast Area. This area encompasses facilities across several states and territories including Alabama, Florida, Georgia, Puerto Rico, and the U.S. Virgin Islands. The scope of services includes a broad range of technical and construction-related tasks such as energy studies, environmental assessments, feasibility studies, asbestos abatement, engineering design, cost estimating, bidding support, construction inspection, and project management. The contract will have a base period of 12 months with four optional 12-month extensions, with firm-fixed-price task orders issued per project. The total contract value is anticipated to be between $1,000 and $20 million over its life, with annual task order limits up to $4 million. No projects currently exist, and a solicitation was expected around mid-November 2019. Qualified firms must demonstrate expertise in multiple engineering disciplines, including architectural, civil, structural, mechanical, electrical, and environmental engineering, particularly in support of agricultural research and related specialized farm buildings. Evaluation criteria focus heavily on specialized experience, professional qualifications and licenses, organizational capacity to handle multiple projects, past performance on similar engagements, and geographic proximity to ARS headquarters to facilitate project coordination. This procurement is a total small business set-aside under NAICS code 541330, with an average annual receipt size standard of $16.5 million. Firms are encouraged to submit qualifications without scheduling personal visits, as these are strongly discouraged. The ultimate awards will be based on a competitive evaluation of firms’ ability to deliver comprehensive A-E services that meet USDA’s technical, scheduling, and quality requirements.
