A&E Services

The Akron Metropolitan Housing Authority (AMHA) is soliciting proposals for Architectural and Engineering (A/E) services under solicitation P26006. The scope of work encompasses a broad range of professional services, including structural, mechanical, electrical, and civil engineering, as well as landscaping, cost estimating, construction contract administration, and coordination for asbestos abatement and demolition. All design products must comply with state and local building codes, as well as federal standards including HUD's Section 504 program, UFAS, ADA, ANSI, and the Fair Housing Act. The project is subject to federal regulations, incorporating FAR Part 36 and HUD-51915 requirements, and mandates compliance with the Davis-Bacon Act and the Contract Work Hours and Safety Standards Act for applicable construction contracts. AMHA will award contracts based on a Best Value determination rather than the lowest cost. Evaluation criteria include demonstrated knowledge of building codes (25 points), past performance (20 points), proposed cost (20 points), ability to perform (15 points), capability (15 points), and overall proposal quality (5 points). The agency may award multiple contracts and distribute individual task orders at its discretion. Proposers must submit one original signed copy and three exact copies in a sealed package by the deadline of November 24, 2026. Required documentation includes a profile of the firm, Standard Form 330, and various HUD certifications. Payments are processed via written monthly invoices with a thirty-day payment term.
