AASHTO STEM Modules

The Florida Department of Transportation is seeking competitive sealed bids for a five-year contract to procure AASHTO STEM Modules, with solicitation number DOT-ITB-26-9087-SJ, issued on June 11, 2026, and responses due by June 22, 2026, at 9:00 AM EST. The contract will supply a comprehensive suite of STEM educational modules including the Bridge Builder, Engineering & Safety, Design & Construction, Environmental, Magnetic Levitation, Motion, Traffic Technology, and Elementary Development modules, along with associated physical bundles such as balsa wood, glue, magnetic tape, maps, overlays, road curves, 5-inch blocks, and 30-user licenses for the Model Smart 3D Program. All bids must be submitted electronically in PDF format to CO.Purch@dot.state.fl.us with specific naming conventions and file size limits, and the bid sheet must be signed in ink by an authorized representative. Bidders are required to be registered in Florida’s MyFloridaMarketplace system, and out-of-state entities must be authorized to conduct business in Florida. Bids must include unit prices for the initial term and five renewal years, stated explicitly in dollars and cents, with no percentage increases permitted. The estimated contract value is $500,000, and awards will be made to the lowest responsible and responsive bidder, with possible application of a 5% preference to out-of-state vendors not receiving reciprocal preferences, excluding those involving federal transportation funds. Compliance with Florida and federal nondiscrimination statutes is mandatory, including Title VI of the Civil Rights Act, the Americans with Disabilities Act, Section 504 of the Rehabilitation Act, and the Age Discrimination Act, requiring reasonable steps to ensure access for persons with limited English proficiency and protection against discrimination based on race, color, national origin, sex, disability, and age. Vendors must certify they are not on the Scrutinized Companies Lists related to Sudan, Iran terrorism sectors, Israel boycott, Cuba, or Syria, and failure to provide truthful certification may result in civil penalties and future ineligibility. All contractors must use the E-Verify system to confirm employment eligibility for all new hires and subcontractors, in accordance with Florida Statute 448.095.
