Aberdeen Test Center Welding, Machining, Painting, and Fabrication Services

This is a Request for Information (RFI) issued under FAR Part 10 for market research purposes related to welding, machining, painting, and fabrication services at the Aberdeen Test Center in Aberdeen Proving Ground, Maryland. The future contract will require services including surface preparation, metal fabrication, welding, paint application (including powder coating), material handling, equipment operation, and support of government-owned facilities and tools. Performance will occur at Aberdeen Proving Ground, Maryland, with the contractor expected to manage a Quality Control Plan due 10 days after award and report any performance issues within two working days. The contractor must hold a Secret Facility Clearance and maintain personnel with active Secret clearances in DISS, comply with DoD security standards under DD Form 254 and FAR 52.204-2, and implement a quality program per FAR Part 46 and applicable clauses. Safety and environmental compliance is mandatory across all work, requiring PPE, adherence to OSHA standards, and certification of training completion in areas such as HAZCOM, radiation safety, and CPR. The contractor must report labor hours annually via SAM.gov by October 31, maintain active SAM registration with a valid CAGE code, and certify small business status and 51% work performance capability.
