Above Ground Storm Shelter

The Missouri Department of Transportation has issued solicitation MODOT 000000403SL as a Single Feasible Source procurement for 16-person prefabricated above ground storm shelters. Pro Storm Shelters has been identified as the only source capable of providing shelters that meet or exceed national standards, including FEMA 320, FEMA 361, ICC requirements, and NSSA guidelines, utilizing proprietary construction and anchoring technologies. The contract is structured as a Blanket Purchase Agreement with an initial term of one year from the Notice of Award, featuring one optional one-year renewal. The agreement mandates that all goods be manufactured in the United States per the Buy American Act. The contractor must maintain specific insurance coverages, including General Liability and Business Automobile Liability of at least 600,000 dollars per person and 4 million dollars per occurrence, as well as 1 million dollars in employer's liability insurance. Delivery schedules must be provided two business days in advance, with restrictions on deliveries during nighttime, weekends, and holidays. Payments are made in arrears, and no price increases are permitted during the first six months of the original or renewal periods. MoDOT retains the right to reject any equipment that is defective or fails to meet specifications.
