ABPP's Huntsville Field and DRC Garbage Collection Service

The Alabama Bureau of Pardons and Paroles is seeking a qualified supplier to provide garbage collection and disposal services for its Huntsville field and DRC location. The scope of work includes the provision and maintenance of one 8-yard front-load commercial waste container with a regular collection frequency of once per week on a mutually agreed-upon day. The supplier is responsible for all labor, equipment, and transportation required to perform the services, with the option for the agency to request additional pickups on an as-needed basis. The agreement is structured as a firm, all-inclusive price contract with a total cumulative value not to exceed 25,000 dollars over a maximum term of five years, beginning October 1, 2026. The contract is governed by the laws of Alabama and requires strict adherence to state and federal regulations, including the Beason-Hammon Alabama Taxpayer and Citizen Protection Act and E-Verify enrollment. Suppliers must be registered in Alabama Buys and are prohibited from subcontracting any portion of the service. Payments will be made monthly in arrears via electronic methods such as EFT or state-issued credit cards. Award decisions will be based on price reasonableness and cost realism, and the state maintains the right to request proof of professional licenses and insurance before final acceptance. Price escalations are permitted but are capped at 5 percent of the annual contract cost.
