ACAN – Fire Systems Monitoring, Testing, Maintenance and Repair Services, Chubb Fire & Security Canada Inc.This Advance Contract Award Notice (ACAN) is a public notice indicating to the supplier community that Agriculture and Agri-Food Canada intends to award a service contract to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a Statement of Capabilities. If no supplier submits, a Statement of Capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in this ACAN, the Contracting Officer may then proceed with the award to the pre-identified supplier.REQUIREMENTS:Agriculture and Agri-Food Canada will be contracting services from Chubb Fire & Security Canada Inc. for testing, maintenance, repair and software maintenance/updates to fire protection equipment on an ‘as and when required’ basis.CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES :Any interested supplier must demonstrate the ability to test, maintain, repair and provide software maintenance/updates to an Edwards EST3 fire protection system by way of a statement of capabilities that it meets the following requirements:1. Twenty four seven Fire Panel Monitoring as required by Legislated codes.2. Annual Testing to the following according to all relevant Federal, Provincial and Municipal codes:Fire Alarm SystemFire PumpsWet SprinklersStand PipesEnd Devices3. The following services on an ‘as and when required’ basis:Preventative maintenance and repair services during ‘regular working hours’Emergency service outside ‘regular working hours’Equipment installation and decommission servicesSoftware maintenance/updatesCONTRACT PERIOD:One year from date of contract award with three (3) x one (1) year options to renewESTIMATED VALUE:$420,000.00 CAD (including applicable taxes)PRE-IDENTIFIED SUPPLIER :Chubb Fire & Security Canada Inc.4045 26 AvenueLethbridge AB T1H 6G2SOLE SOURCE JUSTIFICATION:AAFC Lethbridge Research and Development Centre’s existing fire alarm system is an Edwards EST3 system. Chubb Edwards is currently the sole authorized distributor of Edwards Certified Products to the Canadian market.Certified Products are those which require successful completion of the manufacturer training courses prior to receiving the materials and software required for installation and maintenance. Other accountabilities managed by certified product distributors are software compliance updates and recall processing. Currently, Chubb Edwards is the only holder of the latest version of licensed software & firmware components for Edwards products in Canada. Although other suppliers can repair the system, application of program changes and software updates by any third party would be in violation ULC code as per “ULC Certification Bulletin 2003-05 Regarding Access” and would not be supported by Edwards. Therefore Chubb Edwards is the only supplier that can provide the software maintenance and updates to AAFC’s existing equipment as required.Government Contracts Regulations Exception and Limited Tendering Reason:Section 6 (d) has been invoked for this procurement as only one supplier (person/firm) is capable of performing the contract.Where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists.ACAN NOTICE:You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the Contracting Authority.An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the Contracting Authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the Contracting Authority will proceed to a full tendering process.STATEMENT OF CAPABILITIES CLOSING DATE AND TIME:The closing date and time for acceptance of Statement of Capabilities is January 5, 2023, at 2:00 pm CST.Suppliers who consider themselves fully qualified and available to provide the services described herein, may submit a statement of capabilities by Email to the contact person identified in this Notice on or before the closing date of this notice.
