Accelerator Lab Building (ALB) Drainage Improvements

The Nevada Government Marketplace, on behalf of the University of Nevada, Las Vegas (UNLV), is soliciting bids for drainage improvements at the Accelerator Lab Building located at 4505 S. Maryland Parkway, Las Vegas, NV. This public works project requires bidders to be qualified with the State Public Works Division of the Department of Administration for the applicable cost category. A mandatory pre-bid conference and site walk are scheduled for May 6, 2026, at 8 a.m. PST at the project site, and bidders must sign in and remain for the full duration to remain eligible. Proposals must be submitted electronically through the Nevada Government Electronic Marketplace (NGEM) system by the deadline of May 27, 2026, at 10 p.m. PST, using only the prescribed bid forms; late or improperly submitted bids will be rejected. The project involves installing a complete stormwater lift station system including wet well, pumps, piping, controls, and associated electrical work, along with site excavation, traffic control, safety measures, and restoration of disturbed areas, all in accordance with approved Contract Documents, Specifications, and Drawings. The contract must be completed by September 1, 2026, with performance governed by the Notice to Proceed or Purchase Order issuance date. Award will be determined through a trade-off analysis considering price, bidder preference, quality, availability, conformance to specifications, financial capability, service, and life cycle cost, without assigned weights or ratings. The lowest responsive and responsible bidder may not necessarily be selected if a higher-priced offer demonstrates superior overall value. Bidders must self-certify their business status including as a Small Business Enterprise (SB), Minority Business Enterprise (MBE), Women-Owned Business Enterprise (WBE), Local Business Enterprise (LBE), or Disabled Veteran Business Enterprise (DVBE), with annual gross sales not exceeding $2 million to qualify as an SB. If the contract value exceeds $1 million, additional reporting is required on MWDBE and local subcontractors, with annual submissions due by September 15. Preference claims under Nevada statutes require timely submission of an Affidavit Pertaining to Preference Eligibility within two hours of bid opening to be honored. Special requirements include employing full-time key personnel approved by UNLV, providing asbestos-free material certification, implementing data security and accessibility compliance, submitting detailed pre-work documentation including insurance bonds and safety plans before any work begins, and adhering to Nevada’s apprenticeship utilization and preferential employment laws
