The U.S. Navy’s Naval Surface Warfare Center (NSWC) Crane is soliciting a sole-source contract under FAR 13.106-1 for accelerometers and associated components from PCB Piezotronics Inc. to ensure full technical compatibility with existing equipment in service. The requirement includes eight accelerometers, five 4-conductor 10-foot cables, five 4-conductor 30-foot cables, ten adhesive mounting bases, and ten stainless steel socket head cap screws. The procurement is restricted to this single vendor because only PCB Piezotronics Inc. can meet the exact electrical and physical specifications of the current systems. The solicitation, issued on April 28, 2026, closes on May 5, 2026, at 4:00 PM Eastern Time, and responses must be emailed to Alicia Dobbyn. All offerors must be currently registered in the System for Award Management (SAM), and the contract is awarded on a Low Price Technically Acceptable basis, with technical acceptability determined by a GO/NO GO evaluation of delivery schedule compliance and past performance using the Supplier Performance Risk System. Only offerors achieving a BLUE, PURPLE, or GREEN SPRS rating and meeting the delivery deadline will be considered. Delivery is required at NSWC Crane in Crane, Indiana, with an additional delivery point at the Glendora Test Facility in Sullivan, Indiana, under FOB Destination terms. All items must be packaged and marked in accordance with MIL-STD-129 and MIL-STD-130, including permanent, machine-readable Unique Item Identifiers (UII) using Data Matrix symbology with ECC200 error correction. Compliance with cybersecurity standards such as NIST SP 800-171 and the prohibition on covered telecommunications equipment is required through incorporated DFARS clauses. Invoicing must be processed exclusively through Wide Area WorkFlow (WAWF), and no paper or IPP submissions are permitted. The contract type is Firm Fixed Price, and while no total value is stated, the pricing structure remains firm. The Government retains full authority for inspection and acceptance at the delivery location. Offerors must submit their Unique Entity Identifier and CAGE code, and represent their size status and socioeconomic certifications through SAM, though no specific information on these aspects is provided by the offeror at this stage. Any amendments to the solicitation will be posted only on SAM.gov, and it is the offeror’s responsibility to monitor for updates.
