The purpose of this solicitation is to procure Honeywell‑based and related proprietary access control components, associated software, integration utilities, labor for installation and repairs, and ongoing maintenance necessary to support ODPS facilities statewide. Deliverables must ensure full compatibility with the existing access control platform and adhere to ODPS operational and security standards.
CONTRACT OPPORTUNITY: See attached (ad hoc) contract solicitation document "Sample Contract/Terms and Conditions" for specifications, requirements, terms, and conition. Winning bidder shall execute contract document (items in red will be changed prior to award).BRAND NAME: The product(s) specified in this bid are being bid as BRAND (and model) SPECIFIC. That signifies no alternates will be accepted for award. Bid is in accordance with the Ohio Administrative Code 123:5-1-10 (D) (6).EVALUATION: Bids will be evaluated in accordance with ORC 125.07. For evaluation purposes only, the State will apply each bidder’s proposed normal‑hours labor rates, after‑hours labor rates, and materials percentage mark‑up to the estimated quantities, contained within the four defined market baskets. The extended totals for all market baskets will then be combined to determine the bidder’s overall evaluated cost.Only the market basket calculations will be used for evaluation. The resulting contract award will be based solely on the bidder’s proposed time‑and‑materials rates, after‑hours rates, and defined percentage mark‑up(s), not on the market basket quantities themselves.CONTRACT AWARD: The contract will be awarded to the lowest responsive and responsible bidder by low lot total. The low lot total will be determined by multiplying the unit prices by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items may result in the bidder being deemed not responsive.MANDATORY SITE VISIT: Mandatory Site Visits are required to survey the facility and discuss the requirements of the solicitation. Mandatory Site Visits at four (4) locations will be held on Friday June 12, 2026 beginning 8:30 AM. Site Visits will go in the following order, once we complete one location we will move to the next location on the list with a max time limit of 1 hour per location; 1st location: 1583 Alum Creek Dr, Columbus, OH 43209, 2nd location 2855 W. The site visits will commence promptly at the specified time, barring an unforeseen circumstance that results in a delay of the site visit. Attendance will be taken. The state will not be responsible to a supplier for their failure to obtain information discussed during the site visit due to their arriving after the site visit has convened.
