Solicitation W9127S17Q0047 is a total small business set-aside for a firm fixed price contract to upgrade the access control system at the Pine Bluff Site Office in Arkansas, managed by the Department of Defense and the US Army Corps of Engineers, Little Rock District. The project involves migrating the C*Cure 8000 system to C*Cure 9000, replacing APCs with Istar-Edge 4 controllers across remote locations, and implementing an LTE-4G VPN network. The scope includes software migration, network communication conversion to cell-based systems, wiring repair, and fiber testing, with a required completion period of 45 days from the notice to proceed. Amendment 0001 serves to descope several requirements, including the removal of all work related to Dam 2 across multiple technical exhibits and the reduction of Istar-Edge 4 controller replacements at the Pine Bluff Site Office from ten to one. Additional changes include the removal of specific COMNET converters at Lock 2 and Dam 2, and a requirement that the contractor provide a System Integrator certified by Software House. The amendment also removes the requirement for USACE System Administrator accompaniment when working on the SCADA PC and updates the as-built drawing format to electronic CADD.
