The project at 516 South Mission Road and surrounding addresses in Los Angeles involves the consolidation of twelve lots into three new lots without any new construction or additional floor area. The initiative includes necessary street improvements, utility adjustments, and access modifications tied to the re-subdivision, while explicitly preserving all 21 existing trees—12 street trees within the public right-of-way and nine non-protected trees on-site. The City of Los Angeles has denied the vacation and merger of Willow Street between Mission Road and Anderson Street and has dismissed without prejudice the requested vacation of 6th Street between Mission Road and Anderson Street, along with any associated waivers from dedications and improvements on those streets. The project site, currently occupied by movie studios, sound stages, and offices, falls within the Boyle Heights Community Plan area and is governed by the LA Mobility Plan 2035 and CEQA guidelines. Infrastructure work involves paving 2.65 acres with asphalt, importing and exporting 1,069 cubic yards of materials, and installing curbs, sidewalks, and drainage systems in accordance with BOE Standard Plan S-442-6. Dust control measures are required to achieve a 36% reduction in PM10 and PM2.5 emissions. Performance is scheduled in two phases: grading and excavation from June 2 to July 31, 2026, and paving from June 4 to August 4, 2026. Inspection and acceptance are conducted by the City of Los Angeles, including the Department of City Planning, Bureau of Engineering, and LADOT, using municipal code standards, noise thresholds of 60–70 dBA CNEL, and air quality regulations. The applicant is Duesenberg Investment Company, LLC, with Bryant Wu of the City Planning Department serving as the primary point of contact, and no formal contract value, payment terms, invoicing system, or FAR clauses are documented.

Full Description

The Project includes the merger of 12 lots and the re-subdivision into three lots, the street vacation and merger of existing roadway segments along a portion of Willow Street (between Mission Road and Anderson Street) and a portion of 6th Street (between Mission Road and Anderson Street) and a three-foot roadway dedication along Anderson Street (between 4th Street and Willow Street). As proposed, the vacated existing roadway segments along Willow Street and 6th Street would be merged with the adjoining Ace Mission Studios property and converted for private access and surface parking to support existing studio operations. The project also includes all associated street improvements, utility adjustments, and access modifications necessary to implement the proposed vacation, merger, and dedication. No new development resulting in added floor area is proposed. There are 21 trees on and adjacent to the Project Site including 12 street trees within the public right-of-way and 9 non-protected trees on the Project Site. All existing trees are proposed to be retained and protected in place. The only physical changes that are anticipated to occur as part of the Project would be associated with implementing tract map conditions, which would involve the removal of public street lights, repairing and resurfacing portions of the roadways and sidewalks within and adjacent to the tract map boundaries, and the installation of a perimeter fence to restrict traffic access within the vacated street segments. In addition to approval of the Vesting Tentative Tract Map, the Project would also require approvals and permits from the City of Los Angeles (and other municipal agencies) for a waiver of dedication and improvements and utility improvements related to the tract map conditions of approval.

Villa Margherita—TSM No. 5608, CUP No. 2026-05, and Exception No. 2026-05The proposal seeks to subdivide a property in Visalia, California, into 82 single-family residential lots under Tentative Subdivision Map No. 5608, with accompanying infrastructure including landscaping outlots, lighting, and designated park spaces, all situated within the R-1 zoning classification. To accommodate the development’s design, a Conditional Use Permit has been requested to permit a planned unit development that deviates from standard lot size and setback requirements, allowing for greater density and flexible layout while still adhering to overall community planning goals. Alongside this, an exception request seeks relief from certain Objective Design Standards, specifically concerning architectural façade elements, to permit design variations that align with the planned aesthetic vision of the development. The project is being advanced by applicant Sam Sciacca and reviewed by the City of Visalia’s planning department, with Principal Planner Jarred Olsen serving as the primary point of contact. The application was posted on August 7, 2026, and is currently in the forecast phase, indicating it is under initial review and not yet submitted for formal approval. The proposed development is located within the city limits of Visalia, California, and all associated permits and exceptions are being evaluated under municipal regulations to ensure compatibility with local land use policies and community character. Further public input and agency review will be required before any approvals are granted.

Deer Creek Preserve - SALT AnaheimThe Deer Creek Preserve project in Anaheim, California, proposes a residential development on approximately 76.01 acres along E. Santa Ana Canyon Road between Festival Drive and Eucalyptus Drive, with a total of up to 359 housing units, including up to 299 single-family detached homes and up to 60 affordable senior housing units composed of 59 deed-restricted lower-income senior units and one manager’s unit. At least 16.4% of the total units are designated for lower-income households, with all affordable units subject to state-mandated restrictions through covenants, management protocols, and occupancy controls. The project includes necessary infrastructure such as roadway upgrades, utility improvements, a water quality basin, retaining walls, gated entries, a guardhouse, and monument signs. An optional recreation amenity center of up to 45,492 square feet may be constructed on a designated lot, but if not built, passive open space will occupy the site instead; environmental analysis assumes the worst-case scenario including the recreation center. The application seeks a Tentative Tract Map, Conditional Use Permit, and Specimen Tree Removal Permit and is submitted under the Housing Accountability Act as a Builder’s Remedy project, which exempts it from requirements for general plan or zoning amendments. Despite this exemption, the project is fully subject to environmental review under CEQA, requiring comprehensive analysis and mitigation of all significant environmental impacts.
