This procurement involves a one-time purchase authorized under New York State law, specifically State Finance Law Article 11, Section 163(6), with a maximum budget of $85,000. The New York State Police (NYSP) seeks to have their AceCore Zoe Drone rebuilt to current standards, including updated flight software and remote controllers. The scope encompasses detailed technical specifications for components such as the UXV Signav controller with Doodle Labs ground and air units, Gremsy Vio F1 gimbal with integration, transport cases, chargers, and lightweight batteries, including optional heavier payload batteries. The RFQ emphasizes strict adherence to the specified items, disallowing substitutions, and requires itemized quotes with separate shipping charges. Delivery is to be made to the NYSP Division of Aviation in Albany, NY, with responses due by December 2, 2025. The solicitation does not incorporate federal FAR clauses, nor does it specify standard contract clauses or representations; it is a state-level procurement with minimal contractual complexity. The evaluation will be based solely on the lowest price among technically compliant offers, with no socioeconomic set-asides or goals—such as minority or women-owned business participation—being applicable. The RFQ mandates detailed, itemized pricing and emphasizes compliance with the technical specifications, with no mention of formal inspection or acceptance procedures beyond delivery to Albany, where the items will be evaluated and accepted. Packaging requirements specify a custom transport case, but do not detail specific preservation, marking, or labeling standards, nor do they reference military standards. Overall, the contract focuses on a precise technical rebuild of the drone, with clear instructions for submission and delivery, ensuring the selected vendor provides exactly the specified components at the lowest cost.
