REQUEST FOR PROPOSALS – ACL SOFTWARE AND IMPLEMENTATION ABOUT FCC FCC is Canada’s leading agriculture and food lender, dedicated to the industry that feeds the world. RFP CONTACT Ronke Niagwan Procurement Manager Farm Credit Canada procurement@fcc.ca RFP SCOPE FCC is a federal commercial Crown corporation. FCC is Canada’s largest lender to agriculture and agri-food, providing financing and non-financing services to over 103,000 customers across the country. FCC’s lending portfolio exceeds $50 billion (Canadian Dollars). To assess the potential riskiness of the lending portfolio, FCC records an Allowance for Credit Loss (ACL) in its financial statements in accordance with International Financial Reporting Standards (IFRS9) reporting standards. FCC currently has an in-house solution for calculating the monthly ACL. This solution has been in place for over 8 years. The current solution has multiple manual checks and validation points, and it takes a lot of manual effort for FCC to maintain and enhance the current solution. FCC is looking to mature its monthly Allowance execution process by implementing a new ACL solution that is a fit for purpose single click digital solution. The new ACL solution will allow full insight and validation of an end to end allowance calculation, ensuring confidence over data quality and calculation results. This new solution will allow users to easily configure and process the ACL calculation. The tool will have the capability to perform simultaneous impact assessments of proposed new model, data or calculation logic changes before the actual implementation and it will also allow the end user to analyze the impact based on both current and historical datasets.  This new solution will improve data quality, audit tracking, code maintenance, deployment and debugging capabilities. FCC is looking for one (1) successful Proponent that will provide a single Platform for FCC to achieve the business needs stated below. The shortlisted Proponent will be required to complete a successful Proof of Concept (POC) of the proposed solution. The successful Proponent would also implement, integrate, and/or migrate any data into the new solution including a fully automated data integration to FCC’s data warehouse/pipeline. Allowance for Credit Loss Calculation Platform FCC is looking for an Allowance for Credit Loss (ACL) Calculation Platform that will meet our current and future ACL requirements and provide technology improvements to the ACL process. The Platform should be flexible to grow with FCC’s need for Risk Management and regulatory Financial Reporting standards.   Useability and Data Integration Both the calculation engine and reporting are expected to be user friendly, allowing users to set/configure parameters, while increasing efficiency and reducing the risk of error. Streamlined generation of results should be enabled through automated data integration, with data consolidation, data checking/reconciliation and rules-based data transformation that can be modified by users. Data should be integrated and automated throughout this process to allow for a successful user experience. Implementation FCC requires the successful Proponent to implement the Platform. FCC is open to the Proponent partnering with a 3rd party to deliver the implementation. On-Going Advisory Support   FCC may require the successful proponent to provide On-Going Advisory Support post implementation. FCC requires that any proposed Platform be submitted only once. Platform providers or resellers must submit their proposal in partnership with their preferred implementation partner. Multiple proposals for the same Platform from different implementation partners or as standalone submissions will NOT be accepted. Each proposal must clearly identify the implementation partner, and the Platform provider is responsible for coordinating with their chosen partner to deliver a single comprehensive proposal. RFP PROCESS CONSIDERATIONS   This opportunity is covered under the provisions of Chapter 5 (Government Procurement) of the Canadian Free Trade Agreement (CFTA) and Chapter 19 (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA). FCC is subject to the Official Languages Act (Canada). Proponents may choose to respond to this RFP in their official language of choice (English or French).
