Acoustic Mixing System

The National Research Council Canada is seeking the supply and delivery of a complete Acoustic Mixing System for use at its Clean Energy and Innovation facility in Mississauga, Ontario. The system must be new, current, and fully functional, capable of mixing liquids, pastes, powders ranging from nano to large particles, and highly viscous materials. Key components include a benchtop acoustic mixer, a jacketed vessel with heating and cooling capabilities, an automatic vacuum system, a spray coating system with associated software, and all necessary connectivity interfaces such as power sockets, gas/vacuum ports, and USB or HDMI ports if computer-operated. The entire system must fit on a standard laboratory benchtop with dimensions not exceeding 35(H) x 30(D) x 30(W) inches and a total height of no more than 72 inches. It must have a mixing capacity of 900 grams or better, support volumes under 50 ml, include an integrated timer, and fully comply with the Canadian Electrical Code. All deliverables, including onsite installation and training, must be completed within 10 weeks of contract award under Delivery at Place (DAP) Incoterms® 2020 at Mississauga, Ontario. The contract requires strict adherence to environmentally preferable packaging standards aligned with the Policy on Green Procurement, the Greening Government Strategy, and the Ocean Plastics Charter, with packaging tape excluded until further market development. Each shipment must include a detailed packing slip with contract number, CRN, PBN, item details, and a signed inspection voucher if Canada performed pre-shipment inspection. The transportation bill of lading must accompany the original invoice, except for collect shipments. All offers must be submitted electronically as two separate files labeled “Technical Offer” and “Financial Offer,” each containing distinct information with no overlap. Financial data must not appear in the technical submission, or the offer will be disqualified. Offers must include the completed Offer Submission Form and Offeror Declaration Form, and each offeror, including members of joint ventures, must possess a valid Procurement Business Number before award. The evaluation is based on the lowest evaluated price subject to mandatory technical compliance as defined in Annex G, where any requirement marked “must” or “mandatory” is a pass/fail criterion. Failure to meet any mandatory technical requirement results in non-compliance.
