The National Research Council Canada is soliciting a Standing Offer for the supply, delivery, installation, and commissioning of various scientific and laboratory equipment to support research activities across multiple sites in Canada. A critical component of this procurement involves third-party inspection services, including initial and follow-up plant inspections conducted in Canada, the United States, or via virtual means. Service providers must hold a valid ISO/IEC 17020 accreditation recognized by the International Laboratory Accreditation Cooperation and adhere to strict CCMC marking and labeling requirements. The initial period of performance is set from April 1, 2026, to March 31, 2027, with the possibility of four additional one-year extensions through March 31, 2031. Award selection is based on the highest combined rating of technical merit, weighted at 65 percent, and pricing, weighted at 35 percent. To be compliant, offerors must achieve a minimum of 15 points on the technical evaluation. Pricing is evaluated on a lowest-cost basis across specific inspection codes. Proposals must be submitted as separate technical and financial attachments, with a strict prohibition against including pricing in the technical volume to avoid disqualification. Administrative requirements include compliance with reciprocal procurement policies, anti-forced labour regulations, and the provision of security clearance levels. Payments are processed through various electronic methods, including direct deposit and Mastercard purchase cards, managed by the NRC Finance and Procurement Directorate in Ottawa.
